7.3.A. - Page 7 <br />WHEREAS, on February 21, 2012, the Planning Commission held a duly noticed <br />public hearing and received public testimony on the DEIR. The City received a number <br />of letters and emails from the public, responsible agencies, and interested parties and <br />recommendations from the City's Historic Resources Advisory Committee (HRAC), <br />during and after the DEIR public review period; and <br />WHEREAS, the City prepared written responses to the comments received <br />during the comment period and included these responses in the Final Environmental <br />Impact Report for the Stanford in Redwood City Precise Plan Project (together with the <br />Draft EIR, the "Final EIR") and prepared a separate document entitled "Mitigation <br />Monitoring and Reporting Program for the Stanford in Redwood City Precise Plan <br />Project."; and <br />WHEREAS, on September 9, 2013, the City Council held a duly noticed public <br />hearing on the Final EIR and this proposed Zoning Map Amendment to rezone the <br />Project area to Planned Community District in order to implement the Project; as well as <br />the following Project approvals: Zoning text amendments that provide for the ability to <br />adopt alternative PC permit procedures and findings for property that is subject to a <br />development agreement; the Stanford in Redwood City Precise Plan; and a proposed <br />Development Agreement between the City and Stanford; and <br />WHEREAS, in compliance with California Environmental Quality Act regulations, <br />on September 9, 2013, the City Council of the City of Redwood City certified the Final <br />EIR for the Stanford Project. <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />1. The recitals set forth above are true and correct, and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br />2. The City Council, having considered the evidence received at the public <br />hearing duly noticed and held for said proposed rezoning, finds as follows: <br />A. The proposed rezoning is in the public interest, as further described <br />in the Stanford in Redwood City Precise Plan. <br />B. The proposed rezoning is consistent with the Redwood City <br />General Plan, as further described in Table 16.1 of the Stanford in Redwood City Final <br />Environmental Impact Report. <br />3. The City Council amends Article 60, Zoning Map No. 4 of Ordinance No. <br />1130, the Redwood City Zoning Ordinance, as amended (the "Zoning Map") to rezone <br />the real property that is bisected by Broadway and generally bounded by Highway 101, <br />Douglas Avenue, Bay Road and Second Avenue (Assessor's Parcel Numbers 054-141- <br />180, 054-141-220, 054-141-230, 054-141-240, 054-141-200, 054-141-210, 054-133- <br />190, 054-133-200, 054-150-120, 054-150-140, 054-150-150, 054-150-160, 054-150- <br />170, 054-150-180, 054-150-190 and common area parcel A), from the existing Industrial <br />ATTY/ORD.394/STANFORD IN RWC ZONING MAP AMENDMENT <br />REV: 08-29-13 VR <br />Page 3 of 4 <br />
