This recommendation is based on the City <br />Council's consideration of and reliance on the Final EIR and in accordance with the <br />plans, details and descriptions contained therein, and in the Resolution certifying the <br />Final EIR and conditioned upon and subject to the Mitigation Monitoring and Reporting <br />Program therein. <br />4.
