8.A. - Page 19 <br />• Noise: The revised project would have a reduced construction timeframe of five years <br />compared to the original nine years, and no more than four residences would be allowed <br />to be under construction in any one year. The revised project's noise impacts would <br />therefore be reduced compared to the original project. <br />• Population and Housing: The reduction of two houses would not be a substantial change <br />to population and housing impacts. <br />• Public Services and Utilities: The reduced project would reduce the effects on public <br />services and utilities, as the project would result in fewer homes, fewer residents, and a <br />reduced demand for services and utilities. <br />• Transportation and Traffic: The reduced number of proposed residences and reduced <br />construction duration (five years instead of nine years) would reduce construction traffic <br />impacts. The reduced number of residences would also reduce the volume of traffic upon <br />occupation of the new residences. <br />GENERAL FINDINGS AND OVERVIEW <br />Record of Proceedings and Custodian of Record <br />The record of proceedings for the City of Redwood City's findings and determinations consists <br />of the following documents and testimony, at a minimum: <br />I . The Revised Final EIR (including the DEIR) for the Laurel Way Development project <br />and all reports, documents, studies, and maps related hereto <br />2. The Notice of Preparation and other public notices issued by the City in conjunction with <br />the Laurel Way Planned Development project <br />3. All written and oral comments submitted by agencies or members of the public during <br />public review periods for the EIR and public hearings or meetings held on project <br />approvals. <br />4. All other public reports, documents, studies, memoranda, maps, or other planning <br />documents related to the Laurel Way Planned Development project prepared by the City, <br />consultants to the City, or responsible or trustee agencies with respect to the City's <br />compliance with the requirements of CEQA and the project entitlements. <br />5. All matters of common knowledge to this Commission and Council, including, but not <br />limited to: <br />a. The City of Redwood City General Plan and applicable policies; <br />b. The City of Redwood City Zoning Ordinance and other applicable ordinances; <br />and <br />c. Applicable City policies and regulations. <br />The documents listed above comprise the record of proceedings and are located in the offices of <br />the Community Development Department, City of Redwood City, 1017 Middlefield Road, <br />Redwood City, CA 94063. The custodian is the Community Development Department Director. <br />Severability <br />If any term, provision, or portion of these Findings or the application of these Findings to a <br />particular situation is held by a court to be invalid, void, or unenforceable, the remaining <br />
