8.A. - Page 20
provisions of these Findings, or their application to other actions related to the Laurel Way
Planned Development project, shall continue in full force and effect unless amended or modified
by the City.
FINDINGS REGARDING PREPARATION AND CONSIDERATION OF THE EIR
The Planning Commission finds, with respect to the City's preparation, review and consideration
of the EIR, that:
The City exercised its independent judgment in accordance with the Public Resources
Code, section 20182.1(c), in retaining the independent consulting firm Panorama
Environmental, Inc., to prepare the EIR, and Panorama Environmental, Inc. prepared the
EIR under the supervision and at the direction of the City's Director of the Planning
Division.
The City circulated the Draft EIR for review by responsible and trustee agencies and the
public and submitted it to the State Clearinghouse for review and comment by state
agencies, as required by CEQA and the CEQA Guidelines.
The EIR and the proposed Laurel Way Planned Development project were presented to
the City's Planning Commission, which reviewed and considered, and conducted a public
hearing on, the EIR and the Laurel Way Planned Development project. The Planning
Commission determined that the EIR was adequate and sufficient, prepared in
compliance with CEQA and the CEQA Guidelines, and the EIR should be certified
because all significant effects of the project have been mitigated and the project will not
have a significant effect on the environment.
The EIR has been completed in compliance with CEQA and the CEQA Guidelines and
reflect the City's independent judgment and analysis.
FINDINGS REGARDING ADEQUACY OF THE REVISED FINAL EIR TO ADDRESS
THE NEW PROJECT APPLICATION
The City of Redwood City has determined that the February 2010 Draft EIR is adequate to
address the environmental impacts of the new application, subject to the changes and corrections
included in this Revised Final EIR because the February 2010 Draft EIR analyzes the impacts of
the original, larger application, and the new, smaller application would have the same or reduced
effects in all resource areas.
The changes to the project described herein do not constitute "significant new information," as
defined in CEQA Guidelines §15088.5:
"New information added to an EIR is not "significant" unless the EIR is changed in a way
that deprives the public of a meaningful opportunity to comment upon a substantial
adverse environmental effect of the project or a feasible way to mitigate or avoid such an
effect (including a feasible project alternative) that the project's proponents have declined
to implement."
4
