8.A. - Page 21 <br />The revised project would not result in new significant impacts or a substantial increase in the <br />severity of an impact and is not considerably different from the original application. <br />Recirculation of the Draft EIR is therefore not required. <br />This Revised Final EIR has been prepared to inform the public about the changes to the project <br />application and the subsequent updates to the information contained in the August 2010 Final <br />EIR. The City of Redwood City, prior to making a decision on the project, will consider the <br />Revised Final EIR, including public comments and responses to comments, in conjunction with <br />the Draft EIR. <br />FINDINGS REGARDING LESS THAN SIGNIFICANT ENVIRONMENTAL IMPACTS <br />The proposed project will have a less than significant impact on Land Use and Planning, <br />Recreation, and Agricultural Resources. It will not physically divide an established community <br />(Impact 3.8-1); conflict with any applicable land use plan, policy, or regulation (Impact 3.8-2); <br />result in substantial physical deterioration of recreational facilities (Impact 3.8-3); or negatively <br />affect agricultural resources (Impact 3.8-4). These less -than -significant impacts are discussed at <br />Draft EIR pages 3.8-5 through 3.8-8 and FEIR pages 4-23 through 4-25. <br />FINDINGS REGARDING SIGNIFICANT ENVIRONMENTAL IMPACTS <br />The following findings, including impact statements, mitigation measures, findings and facts in <br />support of findings, are based on the full administrative record, including, but not limited to, the <br />Draft EIR, which contains a fuller discussion of each issue, the Final EIR, and the Revised Final <br />EIR. <br />AESTHETICS <br />Impact 3.1-1 <br />Impact: The proposed project may have substantial adverse effect on the scenic quality of <br />the local environment, as experienced by sensitive viewers, through the emission <br />of fugitive dust and the presence of 16 new residences in the neighborhood. <br />Mitigation: Mitigation Measure Aesthetics -1: The applicant shall submit a detailed <br />landscaping plan for the review and approval of the City of Redwood City <br />Planning Division and the City Landscape Architect prior to issuance of building <br />permits for each new residence. The landscaping plan shall indicate how the <br />proposed landscaping shall screen the bulk of the residence from view from the <br />surrounding neighborhood. The landscaping plan shall also indicate how the <br />proposed landscaping replaces the existing brush and landscaping that would be <br />removed for the construction of Phases I and II. The applicant shall <br />construct/install all improvements shown on the approved plans. <br />Recommended Measure Air Quality -1: The following control measures from <br />the BAAQMD CEQA Air Quality Guidelines 2009, Table 8-2, shall be <br />
