8.A. - Page 22 <br />implemented in order to reduce air pollutant emissions during project <br />construction: <br />a) Water all exposed surfaces (e.g., parking areas, staging areas, soil piles, <br />graded areas, and unpaved access roads) at least twice daily. <br />b) Cover all trucks hauling soil, sand, and other loose materials offsite. <br />c) Remove all visible mud or dirt track -out onto adjacent roads using wet <br />power vacuum street sweepers at least once per day. Dry power sweeping <br />would not be allowed. <br />d) Limit vehicle speeds on unpaved roads to 15 mph. <br />e) Complete paving of roadways, driveways, and sidewalks as soon as <br />possible. Lay building pads as soon as possible after grading unless <br />seeding or soil binders are used. <br />f) Minimize idling times either by shutting equipment off when not in use or <br />reducing the maximum idling time to 5 minutes (as required by the <br />California air toxics control measure Title 13, Section 2485 of California <br />Code of Regulations). Provide clear signage for construction workers at all <br />access points. <br />g) Maintain and properly tune all construction equipment in accordance with <br />manufacturer's specifications. A certified mechanic shall check all <br />equipment prior to operation to determine it is in proper condition. <br />h) Post a publicly visible sign with the telephone number and person to <br />contact at the Lead Agency regarding dust complaints. This person shall <br />respond and take corrective action within 48 hours of any complaints. The <br />Air District's phone number shall also be visible to ensure compliance <br />with applicable regulations. <br />Mitigation Measure Biology -15: The CC&Rs for the project site shall include <br />provisions for the maintenance and protection of all trees within the project area. <br />These provisions shall include the protection of significant tree resources in the <br />project area both during and after all construction activities. The plan shall, at a <br />minimum, include that all existing trees with a trunk diameter of 12 inches or <br />more, and all replacement trees, be inspected for hazard potential and <br />maintenance by a certified arborist, registered consulting arborist, or a registered <br />professional forester once every two years. <br />Mitigation Measure Biology -16: The applicant shall add provisions within the <br />CC&Rs for the replacement of trees, vegetation, and/or landscaping if said <br />elements fail to survive. Replacement of trees, vegetation, or landscaping shall be <br />in kind, both in quality and quantity, and shall be installed within 90 days of the <br />death of the previous vegetation. <br />
