8.A. - Page 23 <br />Finding: Implementation of Mitigation Measure Aesthetics -1, Recommended Measure Air <br />Quality -11, Biology -15, and Biology -16 would reduce aesthetic impacts from the <br />project on sensitive receptors to a less -than -significant level. <br />Facts in Support of Finding: Implementation of Mitigation Measure Aesthetics -1 requires that <br />the applicant submit a landscaping plan to the City of Redwood City Planning <br />Division and the City Landscape Architect prior to issuance of building permits. <br />This plan will ensure that landscaping screens the bulk of each residence from <br />view from the surrounding neighborhood to eliminate any adverse effect on the <br />scenic quality of the local environment. <br />Implementation of Recommended Measure Air Quality -1 would reduce the <br />project's aesthetic impacts by requiring implementation of dust reduction <br />measures to reduce the overall amount of dust produced. The resulting reduction <br />in dust would preserve the scenic quality of the local environment. <br />Implementation of Mitigation Measure Biology -15 and Biology -16 require <br />Covenants, Conditions, and Restrictions ("CC&Rs") requiring maintenance of <br />significant tree resources and replacement of landscaping if it fails to survive. <br />Ensuring the long-term maintenance and viability of landscaping preserves the <br />scenic quality of the proposed project area. <br />Impact 3.1-1 is discussed on Draft EIR pages 3.1-3 through 3.1-7, 3.2-7, through <br />3.2-8, and 3.3-21 as well as pages 4-12, 4-13, and 4-16 of the Revised Final EIR, <br />which are hereby incorporated by reference. <br />Impact 3.1-3 <br />Impact: The new residences and street lighting along Laurel Way have the potential to <br />create a new source of substantial light or glare, which would adversely affect <br />neighboring properties or the nighttime sky in the area. <br />Mitigation: Mitigation Measure Aesthetics -2: The applicant shall submit a street lighting <br />and light fixture plan to the City of Redwood City Planning Division depicting <br />rural style street lighting for night time safety of the new residents. This plan shall <br />be reviewed and approved prior to the issuance of permits for the construction of <br />Phase I of the project. The plan shall include the use of shielded light fixtures that <br />direct light downward, prevent direct glare to nearby residences, and otherwise <br />minimize lighting impacts on residential properties. The applicant shall <br />constructlinstall all improvements shown on the approved plans. <br />Mitigation Measure Aesthetics -3: The applicant shall submit a detailed landscaping plan for <br />the review and approval of the City of Redwood City Planning Division and the <br />City Landscape Architect prior to issuance of building permits for construction of <br />1 Recommended Measure Air Quality -2 was combined with Recommended Measure Air Quality -1 when preparing <br />the Draft EIR. The reference to the measure was not removed, due to a word processing error. Mitigation Measure <br />Air Quality -1, however, reduces impacts to scenic quality to a less than significant level. <br />
