A qualified biologist shall <br />survey the trees/snags a second time the following morning prior to felling and <br />removal. <br />Trees shall be removed during the non -breeding season between September 1 and <br />March 1 to avoid disturbance to maternal colonies or individuals. To avoid take of <br />bats potentially night -roosting, all tree removal shall occur during daylight hours. <br />Mitigation Measure Biology -3: The applicant shall submit landscaping plans for <br />the review and approval of the City of Redwood Planning, Housing, and <br />Economic Development Department and the City Landscape Architect prior to <br />building permit issuance for each phase of the project. A landscaping plan shall be <br />submitted for the construction activities in Phase I, and separate landscaping plans <br />shall be submitted for each of the residences in Phase II. The landscaping plan <br />shall indicate the species, placement, and size of all new proposed trees and <br />shrubs. The landscaping plan shall be required to meet the species, placement, and <br />minimum size requirements as outlined by the City Landscape Architect. <br />Minimum tree size for replacement trees shall be no smaller than 15 gallons. The <br />landscaping plan shall also indicate which of the younger existing trees on the site <br />may be suitable for transplantation. Tree transplantation may be required at the <br />discretion of the City Landscape Architect. Mitigation Measure Biology -3 <br />indicates that the minimum replacement tree size shall be 15 gallons. Studies have <br />shown that the growth rate of such smaller sized trees often exceeds that of more <br />mature 24 -inch box or 36 -inch box specimens, likely due to the younger tree's <br />greater ability to adapt to its new environment. While a 24 -inch or 36 -inch box <br />tree may be able to provide greater screening initially, 15 gallon trees tend to <br />provide mature screening in a shorter span of time. <br />Mitigation Measure Biology -4: Covenants, Codes, and Restrictions (CC&Rs) <br />shall be developed by the applicant in coordination with appropriate Redwood <br />City staff and a qualified biologist, and in compliance with USFWS and CDFG <br />regulations, to minimize the biological resource impacts of post -development land <br />use and alteration, landscaping activities, and property -owner pesticide and/or <br />biocide use during and after project development. <br />Mitigation Measure Biology -5: The CC&Rs shall stipulate that no landscaping <br />or other activity shall occur that will damage or diminish the habitat of sensitive <br />species identified in this EIR. Landscaping design shall include the use of <br />drought -tolerant plants, disallow the planting or presence of a known invasive <br />species, and outline the continued maintenance and upkeep of natural areas within <br />the project area. <br />Mitigation Measure Biology -6: The applicant shall propose and incorporate a <br />vegetation maintenance plan for the existing and proposed replacement trees and <br />vegetation located along the private road portion of Laurel Way prior to the <br />issuance of any permits for the construction of Phase I of the project.
