8.A. - Page 49 <br />Hazards and Hazardous Materials <br />Impact 3.6-2 <br />Impact: The proposed project has the potential to create a significant hazard to the public <br />or the environment by releasing hazardous materials into the environment through <br />reasonably foreseeable upset and accident conditions involving the release of <br />hazardous materials during construction. <br />Mitigation Measure: Mitigation Measure Hazards -1: Prior to issuance of any grading permit, <br />the project applicant shall submit a construction safety plan to the Redwood City <br />Planning Department for review and approval. The purpose of the plan will be to <br />minimize the exposure of the public and construction workers to potentially <br />hazardous materials during all phases of project construction. The plan shall <br />require implementing appropriate control methods and approval containment and <br />spill -control practices (e.g. spilI control plan) for construction chemicals and <br />materials used and stored on site. The applicant shall implement the approved <br />construction safety plan at all times. <br />Finding: Implementation of Mitigation Measure Hazards -1 would reduce the risk of <br />exposure of project personnel to construction -associated hazardous materials to a <br />less -than -significant level. <br />Facts in Support of Finding: The construction safety plan required by Mitigation Measure <br />Hazards -I identifies measures that would protect against upset and accident <br />conditions and provide procedures for such conditions that would avoid possible <br />exposure of the public and construction workers to potentially hazardous <br />materials during project construction. The measures implement control methods <br />and spill -containment practices to minimize any hazard that occurs due to <br />accident. Potential Impact 3.6-2 is discussed on page 3.6-6 of the Draft EIR and <br />page 4-21 of the Revised Final EIR, which are hereby incorporated by reference. <br />Impact 3.6-5 <br />Impact: The proposed project would require the use of equipment and would involve <br />activities that could pose a fire threat. Post -construction, unmanaged vegetation <br />and landscaping may increase the fire threat to structures and people. <br />Mitigation: Mitigation Measure Hazards -2: Smoking during project construction shall be <br />prohibited except in designated areas, at least 20 feet from any combustible <br />chemical/material and off of dry vegetation. <br />Mitigation Measure Hazards -3: All heavy equipment and rubber -tired <br />construction vehicles shall be equipped with fire extinguishers. All rubber -tired <br />construction vehicles shall be equipped with appropriate firefighting equipment, <br />such as shovels, axes, or pulaskis, to aid in the prevention or spread of fires. All <br />construction equipment shall be equipped with the appropriate spark arrestors and <br />functioning mufflers. <br />33 <br />
