8.A. - Page 50
Mitigation Measure Hazards -4: Soldering or welding shall not be performed
within 15 feet of dry grass or other natural fuels. A fire extinguisher shall be
available at the project site at all times when welding or performing other
activities that can generate sparks.
Mitigation Measure Hazards -5: Building design, private lot and common area
landscaping, and maintenance practices shall adhere to the regulations and
performance standards included in the Fuel Management Plan. Defensible space
shall be a consideration when designing landscape plans. Landscape plans shall be
reviewed and approved by the City.
Finding: Implementation of Mitigation Measures Hazards -2, Hazards -3, Hazards -4, and
Hazards -5 would reduce the potential for increased risk of fire to a less -than -
significant.
Facts in Support of Finding: Mitigation Measure Hazards -2 would require that any smoking
occur only in designated areas and away from areas where there are materials
prone to combustion, reducing the chance of ignition and fire. Mitigation Measure
Hazards -3 requires that fire extinguishers and other firefighting tools would be
located in certain equipment and vehicles. Mitigation Measure Hazards -3 would
require outfitting equipment with spark arresters and mufflers. This measure
would aid in fire response and fire prevention, thereby reducing the fire threat.
Mitigation Measure Hazards -4 would restrict the location of soldering and
welding and would require that a fire extinguisher to be available during these
activities, thereby reducing the risk of ignition and ensuring a means of response
to fire. Mitigation Measure Hazards -4 requires adherence to the Fuel Management
Plan, including management of defensible space, which would reduce the
potential for ignition and spread of fires during construction and post -
construction.
Potential Impact 3.6-8 is described from page 3.6-7 to page 3.6-8 of the Draft
EiR, which are hereby incorporated by reference.
Hydrology and Water Quality
Impact 3.7-1
Impact: The proposed project has the potential to result in water erosion. The proposed
work would also include temporary diversion of water flow in the drainage swale,
and grading for the roadbed, culvert, and rip -rap during construction. The project
would have the potential to substantially alter the existing drainage pattern of the
site or area, including through the alteration of the course of a stream or river in a
manner that would result in substantial erosion or siltation on or off site.
Mitigation: Mitigation Measure Hydrology -1: Prior to issuance of grading permits or
approval of improvement plans, the applicant shall submit a detailed Erosion
Control Plan (ECP) to the Director of Public Works of Redwood City for review
and approval. The purpose of the ECP shall be to mitigate erosion and
34
