8.A. - Page 52 <br />SWPPP shall include the following additional BMPs to protect stormwater <br />quality: <br />a) Proper maintenance of paved areas can eliminate the majority of litter and <br />debris washing into storm drains and entering local waterways. Regular <br />sweeping is a simple and effective BMP aimed at reducing the amount of <br />litter in storm drain inlets (to prevent clogging) and public waterways (for <br />water quality). The Homeowners Association shall enter into an agreement <br />with the City of Redwood City or other street sweeping contractor to ensure <br />this maintenance is completed. <br />b) Proper maintenance of filtration systems is necessary to ensure their <br />effectiveness. Filtration systems shall be maintained according to <br />manufacturer's instructions. A maintenance schedule and homeowner <br />maintenance agreement shall be submitted to the City Engineer for <br />Redwood City prior to construction. <br />c) The applicant shall prepare informational literature and guidance on <br />residential BMPs to minimize pollutant contributions from the proposed <br />development. The information shall be distributed to all future residents at <br />the project site by the Homeowners Association. At a minimum, the <br />information shall discuss the following topics: <br />1) Proper disposal of household and commercial chemicals <br />2) Proper use of landscaping chemicals <br />3) Cleanup and appropriate disposal of yard cuttings and leaf litter <br />4) Prohibition of any washing and dumping of materials and chemicals <br />into storm drains <br />5) Proper maintenance of bioswales and a discussion of why the <br />bioswales are in place and how they are important to maintaining the <br />project site <br />Mitigation Measure Hydrology -4: The applicant shall be responsible for proper <br />maintenance of drainage structures, filtration units, and equipment on the project <br />site. <br />Finding: Implementation of Mitigation Measures Hydrology -1 through Hydrology -4 would <br />reduce impacts from erosion to a less than significant level. <br />Facts in Support of Finding: Implementation of Mitigation Measure Hydrology -1 would <br />reduce impacts from erosion by requiring the applicant to prepare and submit a <br />detailed Erosion Control Plan to the Director of Public Works of Redwood City <br />for review and approval prior to issuance of a grading permit. The Erosion <br />Control Plan will specify how erosion will be controlled during construction. <br />Implementation of Mitigation Measure Hydrology -2 would reduce erosion <br />impacts by requiring submittal of evidence to the City Engineer of Redwood City <br />that coverage under the statewide General Construction Activities Stormwater <br />Permit (General Permit) has been obtained, which will show that the plans are in <br />compliance with requirements for stormwater management.
