8.A. - Page 53 <br />Hydrology -3 would ensure that stormwater quality is protected after project <br />construction is completed by requiring submittal of a long-term SWPPP to the <br />City Engineer for Redwood City for review and approval, which will ensure that <br />that the stormwater quality is maintained after construction. The measure requires <br />that the SWPPP is implemented. Mitigation Measure Hydrology -4 requires that <br />the applicant be responsible for proper maintenance of drainage structures, <br />filtration units, and equipment on the project site, so that they work as designed, <br />which would reduce long-term impacts to water quality. Impact 3.7-1 and <br />proposed mitigation are described on Draft EIR pages 3.7-10 through 3.7-13 and <br />on Revised Final EIR pages 4-21 through 4-23, which are hereby incorporated by <br />reference. <br />Impact 3.7-2 <br />Impact: The project would have the potential to violate water quality standards through <br />the transportation of pollutants by stormwater runoff from the construction area <br />into the drainage network. <br />Mitigation: Mitigation Measure Hydrology -3: Prior to issuance of any grading permit, the <br />applicant shall submit a long-term Stormwater Pollution Prevention Plan <br />(SWPPP) to the City Engineer for Redwood City for review and approval. The <br />purpose of this SWPPP shall be to protect stormwater quality after the <br />construction period. The applicant shall implement the approved SWPPP. The <br />SWPPP shall include the following additional BMPs to protect stormwater <br />quality: <br />a) Proper maintenance of paved areas can eliminate the majority of litter and <br />debris washing into storm drains and entering local waterways. Regular <br />sweeping is a simple and effective BMP aimed at reducing the amount of <br />litter in storm drain inlets (to prevent clogging) and public waterways (for <br />water quality). The Homeowners Association shall enter into an agreement <br />with the City of Redwood City or other street sweeping contractor to ensure <br />this maintenance is completed. <br />b) Proper maintenance of filtration systems is necessary to ensure their <br />effectiveness. Filtration systems shall be maintained according to <br />manufacturer's instructions. A maintenance schedule and homeowner <br />maintenance agreement shall be submitted to the City Engineer for <br />Redwood City prior to construction. <br />c) The applicant shall prepare informational literature and guidance on <br />residential BMPs to minimize pollutant contributions from the proposed <br />development. The information shall be distributed to all future residents at <br />the project site by the Homeowners Association. At a minimum, the <br />information shall discuss the following topics: <br />1) Proper disposal of household and commercial chemicals <br />2) Proper use of landscaping chemicals <br />3) Cleanup and appropriate disposal of yard cuttings and Ieaf litter <br />37 <br />
