8.A. - Page 54 <br />4) Prohibition of any washing and dumping of materials and chemicals <br />into storm drains <br />5) Proper maintenance of bioswales and a discussion of why the <br />bioswales are in place and how they are important to maintaining the <br />project site <br />Mitigation Measure Hydrology -4: The applicant shall be responsible for proper <br />maintenance of drainage structures, filtration units, and equipment on the project <br />site. <br />Mitigation Measure Hydrology -5: The applicant or its contractor shall prepare a <br />Spill Contingency and Countermeasures Plan (SCOP) that describes prevention <br />measures and response measures for spills of hazardous materials. The SCCP <br />shall be submitted for the review and approval of the Regional Water Quality <br />Control Board. The applicant shall implement the approved SCCP. At a <br />minimum, the SCCP shall include: <br />• Written descriptions of any spills occurring within the past year, corrective <br />actions taken, and plans for preventing their reoccurrence. <br />• A prediction of the direction, rate of flow, and total quantity of hazardous <br />materials that could be discharged where experience indicates a potential for <br />equipment failure. <br />• A description of containment and/or diversionary structures or equipment to <br />prevent discharged hazardous materials from reaching navigable waters, <br />such as dikes, berms, or retaining walls; curbing; culverting, gutters, or <br />other drainage systems; weirs, booms, or other barriers; spill diversion <br />ponds; retention ponds; sorbent materials. <br />• Where appropriate, a demonstration that containment and/or diversionary <br />structures or equipment are not practical and a strong hazardous materials <br />spill contingency plan and a written commitment of manpower, equipment, <br />and materials to quickly control and remove spilled materials. <br />• A complete discussion of the spill prevention and control measures <br />applicable to the project site. <br />Finding: Implementation of Mitigation Measures Hydrology -3 through Hydrology -5 would <br />reduce impacts to water quality to a less than significant level. <br />Facts in Support of Finding: Implementation of Mitigation Measure Hydrology -3 would ensure <br />that water quality standards are not violated after project construction is <br />completed by requiring submittal of a long-term SWPPP to the City Engineer for <br />Redwood City for review and approval. The SWPPP would be required to be <br />implemented. Mitigation Measure Hydrology -4 requires that the applicant be <br />responsible for proper maintenance of drainage structures, filtration units, and <br />equipment on the project site, so that they work as designed, which would reduce <br />long-term impacts to water quality. Implementation of Mitigation Measure <br />Hydrology -5 would require preparation and submittal of an SPCC Plan to the <br />38 <br />
