8.A. - Page 57 <br />off-site erosion and flooding impacts by requiring submittal of evidence to the <br />City Engineer of Redwood City that coverage under the statewide General <br />Construction Activities Stormwater Permit (General Permit) has been obtained, <br />which will show that the plans are in compliance with requirements for <br />stormwater management. Mitigation Measure Hydrology -6 would require <br />performance of hydrological calculations for pre -development and post - <br />development peak discharge at downstream drainage facilities, which would <br />provide information on whether implementation of Mitigation Measure <br />Hydrology -7 would be necessary, based on the calculated change in flow. <br />Mitigation Measure Hydrology -7 would require preparation of and submittal to <br />the City Engineer of Redwood City for review and approval a plan to mitigate <br />increases in peak discharge to less than 5 percent of preconstruction peak <br />discharge. Impact 3.7-4 and proposed mitigation are described on Draft EIR pages <br />3.7-14 and 3.7-15 and Revised Final EIR pages 4-21 through 4-23, which are <br />hereby incorporated by reference. <br />Impact 3.7-5 <br />Impact: The project would have the potential to substantially alter the existing drainage <br />pattern of the site or area in a manner that would increase flooding on site. <br />Mitigation: Mitigation Measure Hydrology -8: Drainage swales, bioretention basins, other <br />drainage elements, and conveyance infrastructure shall be designed with <br />capacities to handle 100 -year storm flows. As part of the Phase I construction <br />plans submitted to the Building and Engineering Divisions for review and <br />approval, the applicant shall demonstrate that the proposed improvements would <br />accommodate 100 -year storm flows. <br />Finding: Implementation of Mitigation Measure Hydrology -8 would reduce impacts from <br />on-site flooding to a less than significant level. <br />Facts in Support of Finding: Implementation of Mitigation Measure Hydrology -8 would <br />reduce impacts from on-site flooding by requiring the design of drainage swales, <br />bioretention basins, other drainage elements, and conveyance infrastructure with <br />capacities to handle 100 -year storm flows. Impact 3.7-5 and proposed mitigation <br />are described on Draft EIR pages 3.7-15, which is hereby incorporated by <br />reference. <br />NOISE <br />Impact 3.9-1 <br />Impact: The proposed project would have the potential to expose persons to or generate <br />noise levels in excess of standards established in the local General Plan or Noise <br />Ordinance, or applicable standards of other agencies, through generation of noise <br />during construction of homes. <br />41 <br />
