8.A. - Page 68 <br />impacts. Mitigation Measure GHG-4 would require the residences conserve <br />natural resources and be energy and resource efficient, The mitigation measure is <br />consistent with the performance standard identified in the CARB Preliminary <br />Draft Staff Proposal and will result in less than significant impacts from <br />greenhouse gas emissions. <br />Potential Impact 3.13-1 is described from page 3.13-2 to page 3.13-4 of the Draft <br />EIR and page 4-31 of the Revised Final EIR, which are hereby incorporated by <br />reference. <br />FINDINGS REGARDING CUMULATIVE IMPACTS <br />The City finds that the Project will not result or cumulatively contribute to any significant <br />cumulative impacts, for the reasons explained in Chapter 4 of the DEIR (pages 4-1 to 4-8). A <br />member of the public has argued that the EIR's analysis of cumulative impacts should be revised <br />to address two new proposed or approved homes on Laurel Way, specifically at 3718 and 3724 <br />Laurel Way. However, the EIR's analysis of cumulative impacts already analyzes over 350 other <br />new or anticipated homes (all of which are listed on pages 4-2 and 4-3 of the DEIR), in addition <br />to significant commercial development. The addition of two more homes to the analysis would <br />not change the EIR's conclusions. Furthermore, the ETR originally analyzed development of 18 <br />proposed homes, before the project was reduced to 16 homes, and concluded that such <br />development would not result in any significant environmental effects. The addition of two <br />homes on Laurel Way to the cumulative impacts analysis for the current project of 16 homes <br />would not have any environmentally different impact from the 18 homes originally analyzed. <br />FINDINGS REGARDING ALTERNATIVES ANALYZED IN THE EIR <br />As set forth above, all of the project's environmental impacts will be mitigated to a less than <br />significant level through the adoption of the above -identified mitigation measures. Thus, with <br />the adoption of these mitigation measures, the project will not result in any significant <br />environmental effects, and the City does not need to further consider the feasibility of the project <br />alternatives identified in the EIR. <br />FINDINGS RELATED TO COMMENTS ON THE EIR <br />The City received 11 letters of comment on the EIR. The City has addressed the comments on <br />the EIR through written responses to the comments and in some cases the text of the EIR was <br />modified. All of the environmental impact topics raised were addressed in the EIR. The City <br />believes that the environmental concerns raised by the public have been addressed through <br />project design, the new application, and through mitigation measures.
