8.A. - Page 67 <br />Impact 3.13-1 <br />Impact: The proposed project would generate greenhouse gas emissions during <br />construction and post -construction, either directly or indirectly, that may have a <br />significant impact on the environment, based on the BAAQMD CEQA Air <br />Quality Guidelines (December 2009) and the CARB Preliminary Draft Staff <br />Proposal for setting significance thresholds for greenhouse gas (October 24, <br />2008). <br />Mitigation: Mitigation Measure GHG-1: Construction workers living outside San Mateo <br />County shall meet at staging areas and be transported (in carpools) to jobsites. <br />The intent of this measure is to reduce the number of daily vehicle trips required <br />to bring construction workers to and from the job site, and to reduce the <br />construction parking demand at the job site. <br />Mitigation Measure GHG-2: Unnecessary construction vehicle and equipment <br />idling shall be minimized. Construction foremen shall include briefing to crews <br />on vehicle use as part of pre -construction conferences. These briefings shall <br />include discussion of "common sense" vehicle use. <br />Mitigation Measure GHG-3: All off-road construction diesel engines shall meet <br />Tier 2 California Emission Standards for Off -Road Compression -Ignition <br />Engines. <br />Mitigation Measure GHG-4: The residences shall be designed and built in such <br />a way as to conserve natural resources, use energy and water efficiently, and <br />improve indoor environmental quality. Green building materials and other <br />environmentally friendly alternatives to conventional building techniques shall be <br />implemented where feasible. Each residence shall exceed by 15 percent the <br />State's energy efficiency standards in place at the time of building permit <br />application. <br />Finding: Implementation of Mitigation Measures GHG-1 through GHG-3 would reduce <br />greenhouse gas emissions from construction to a less -than -significant level <br />according to CARB's Preliminary Draft Staff Proposal. <br />Implementation of Mitigation Measure GHG-4 would reduce post -construction <br />emissions of greenhouse gas emissions to a less -than -significant level, according <br />to CARB's Preliminary Draft Staff Proposal. <br />Facts in Support of Finding: The draft CARB Preliminary Draft Staff Proposal presumes that <br />there would be a less than significant impact related to climate change if interim <br />CARB performance standards are implemented for construction- and <br />transportation -related activities. Mitigation Measures GHG-1, GHG-2, and GHG- <br />3 are similar to interim CARB performance standards. <br />CARB has proposed that residential projects that meet performance standards (or <br />the equivalent) for energy use, water use, waste, and transportation and have <br />emissions below a certain threshold would be considered to have insignificant <br />51 <br />
