8.A. - Page 66
Impact: The proposed project has the potential to result in inadequate parking capacity
during construction activities.
Mitigation: Mitigation Measure Traffic -1: The applicants shall prepare a Traffic
Management Plan subject to the review and approval of the City of Redwood City
prior to Phase I and II construction activities. The Traffic Management Plan shall
include:
• The preparation of a truck traffic routing plan,
The preparation of a parking plan for on-site vehicles and/or carpool
requirements for on-site employees,
• The preparation of a staging plan detailing appropriate locations for
carthwork activities, construction equipment, and delivery trucks and
materials, including details to minimize truck trips,
• Measures to minimize construction spoils whenever possible,
• Measures to balance cut and fill to the greatest extent feasible,
• Measures to limit or stagger truck traffic to avoid congestion along the
private portion of Laurel Way,
• Measures to provide sufficient access for emergency vehicles to the
greatest extent feasible throughout project construction,
Preparation of a plan for rehabilitating roadways that might experience
pavement damage due to the construction traffic.
Mitigation Measure Traffic -4: No more than four individual homes may be
under construction during any one-year time period. Individual lot owners shall
agree to build their homes on a staggered construction schedule such that all 16
residences can be built and completed within the allowable construction window.
Mitigation Measure Traffic -8: Any residence with more than four bedrooms
shall provide adequate covered on-site parking to meet all appropriate parking
regulations in the Redwood City Code of Ordinances.
Finding: Implementation of Mitigation Measures Traffic -1, Traffic -4, and Traffic -8 would
reduce impacts from inadequate parking capacity to a less -than -significant level
by preserving existing parking, limiting construction impacts, and requiring new
on-site parking.
Facts in Support of Finding: Implementation of Mitigation Measures Traffic -1, Traffic -4, and
Traffic -8 would reduce impacts to parking capacity by requiring shuttling and/or
carpooling for construction workers and by limiting the number of residences
under construction during any two-year period. Mitigation Measure Traffic -8
requires adequate covered on-site parking meeting Redwood City Code of
Ordinances parking regulations. Potential Impact 3.12-5 is described on page
3.12-11 of the Draft EIR and page 4-31 of the Revised Final EIR, which are
hereby incorporated by reference.
Greenhouse Gases
50
