8.A. - Page 65 <br />Preparation of a plan for rehabilitating roadways that might experience <br />pavement damage due to the construction traffic. <br />Mitigation Measure Traffic -2: Construction traffic shall be prohibited on <br />weekends and holidays and shall be restricted to the hours of 7:30 AM — 5:00 <br />PM on weekdays. <br />Mitigation Measure Traffic -5: A stop sign and painted stop bar shall be installed <br />at the end of Laurel Way at Highland Avenue per City standards prior to <br />commencement of Phase I construction activities. Any signage shall be installed <br />in such a way that ensures unobstructed views to drivers. <br />Mitigation Measure Traffic -6: Highland Avenue and Laurel Way shall be <br />maintained as passable and usable roads in both directions during all phases of <br />construction. Flag persons shall direct traffic along both Highland Avenue and <br />Laurel Way during periods of high truck activity to reduce the potential for traffic <br />accidents and to ensure that construction vehicles do not inhibit the movement of <br />other vehicles along either roadway. <br />Mitigation Measure Traffic -7: Appropriate access shall be maintained for the <br />existing Laurel Way residences during all phases of the proposed project. <br />Adequate access for trucks, including fire trucks and emergency vehicles, shall be <br />maintained at all times. No parking shall be allowed on Laurel Way for <br />construction vehicles or for the residents of the proposed residences until the <br />infrastructure parking places are provided. Once the on street parking spaces are <br />completed in Phase I, construction vehicles and residents may park in these on <br />street parking spaces. At no time during project construction shall construction <br />vehicles and equipment be parked or staged on the currently paved portion of <br />Laurel Way, or on Highland Avenue. Construction vehicle parking and <br />construction equipment and material staging shall be maintained on the subject <br />lots to the extent feasible throughout the Phase I and Phase Il construction <br />process. <br />Finding: Implementation of Mitigation Measures Traffic -1, Traffic -2, Traffic -5, Traffic -6, <br />and Traffic -7 would reduce the overall traffic hazard impacts on Highland <br />Avenue and Laurel Way to a less than significant level. <br />Facts in Support of Finding: Implementation of Mitigation Measures Traffic -1, Traffic -2, <br />Traffic -5, Traffic -6, and Traffic -7 would reduce the overall traffic hazards on <br />Laurel Way to a less than significant level by limiting construction hours and by <br />adding permanent and temporary traffic controls, including stops sign, stop bar, <br />and flag persons. Laurel Way would remain open to existing Laurel Way <br />residences during construction and construction parking would not interfere with <br />traffic flow.
