8.A. - Page 64 <br />Mitigation Measure Traffic -4: No more than four individual homes may be <br />under construction during any one-year time period. Individual lot owners <br />shall agree to build their homes on a staggered construction schedule such that <br />all 16 residences can be built and completed within the allowable construction <br />window. <br />Finding: Implementation of Mitigation Measures Traffic -1 through Traffic -4 would reduce <br />impacts to traffic levels and capacity of the street system to a less -than -significant <br />level. <br />Facts in Support of Finding: Implementation of Mitigation Measures Traffic -1 through Traffic - <br />3 would reduce impacts to traffic levels and street system capacity on Highland <br />Avenue by requiring a Traffic Management Plan to limit and control traffic and <br />preserve traffic capacity; limiting construction traffic to weekdays between the <br />hours of 7:30 AM and 5:00 PM-, and by requiring the applicant to submit <br />preconstruction Traffic Index calculations to City staff to ensure repair of any <br />damage to roadways and thereby preserve traffic capacity. Implementation of <br />Mitigation Measure Traffic -4 reduces impacts to traffic levels and street capacity <br />on surrounding streets by establishing a staggered construction schedule, thereby <br />limiting the amount of construction -related traffic. Potential impact 3.12-1 is <br />discussed on pages 3.12-6 through 3.12-8of the Draft EIR and on page 4-30 of the <br />Revised Final EIR, which are hereby incorporated by reference. <br />Impact 3.12-3 <br />Impact: The proposed project has the potential to substantially increase traffic hazards <br />because there is a lack of traffic controls at the intersection of Highland Avenue <br />and Laurel Way, the project introduces large construction equipment to narrow <br />roads, <br />Mitigation: Mitigation Measure Traffic -1: The applicants shall prepare a Traffic <br />Management Plan subject to the review and approval of the City of Redwood City <br />prior to Phase I and II construction activities. The Traffic Management Plan shall <br />include: <br />• The preparation of a truck traffic routing plan, <br />• The preparation of a parking plan for on-site vehicles and/or carpool <br />requirements for on-site employees, <br />• The preparation of a staging plan detailing appropriate locations for <br />earthwork activities, construction equipment, and delivery trucks and <br />materials, including details to minimize truck trips, <br />• Measures to minimize construction spoils whenever possible, <br />Measures to balance cut and fill to the greatest extent feasible, <br />• Measures to limit or stagger truck traffic to avoid congestion along the <br />private portion of Laurel Way, <br />• Measures to provide sufficient access for emergency vehicles to the <br />greatest extent feasible throughout project construction, <br />48 <br />
