Mitigation Measure Public Services and <br />Utilities -4 would require coordinating with local solid waste collection services. <br />Mitigation Measure Public Services and Utilities -5 would require utilization of <br />water conservation techniques to reduce impacts to water supply. Potential Impact <br />3.11-5 is discussed on Draft EIR pages 3.11-10 and 3.11-11, as well as on <br />Revised Final EIR page 4-29, which are hereby incorporated by reference. <br />TRANSPORTATION AND TRAFFIC <br />Impact 3.12-1 <br />Impact: The project has the potential to cause an increase in traffic that is substantial in <br />relation to the existing traffic load and capacity of the street system. <br />Mitigation: Mitigation Measure Traffic -1: The applicants shall prepare a Traffic <br />Management Plan subject to the review and approval of the City of Redwood City <br />prior to Phase I and II construction activities. The Traffic Management Plan shall <br />include: <br />• The preparation of a truck traffic routing plan, <br />• The preparation of a parking plan for on-site vehicles and/or carpool <br />requirements for on-site employees, <br />• The preparation of a staging plan detailing appropriate locations for <br />earthwork activities, construction equipment, and delivery trucks and <br />materials, including details to minimize truck trips, <br />• Measures to minimize construction spoils whenever possible, <br />• Measures to balance cut and fill to the greatest extent feasible, <br />• Measures to limit or stagger truck traffic to avoid congestion along the <br />private portion of Laurel Way, <br />• Measures to provide sufficient access for emergency vehicles to the <br />greatest extent feasible throughout project construction, <br />• Preparation of a plan for rehabilitating roadways that might experience <br />pavement damage due to the construction traffic. <br />Mitigation Measure Traffic -2: Construction traffic shall be prohibited on <br />weekends and holidays and shall be restricted to the hours of 7:30 AM — 5:00 <br />PM on weekdays. <br />Mitigation Measure Traffic -3: Prior to project construction, the applicant's <br />engineer shall perform Tragic Index (TI) calculations to identify the current <br />conditions on Highland Avenue and the conditions during the construction <br />process. These calculations shall be submitted to the City staff to establish the <br />potential for pavement degradation (and possible reimbursement) related to <br />the project's construction. <br />47 <br />
