8.A. - Page 62 <br />The applicant shall be responsible for the construction and cost of such <br />infrastructure improvements. <br />Finding: Implementation of Mitigation Measure Public Services and Utilities -2 would <br />ensure water is available for firefighting and reduce this potential utility impact to <br />a less -than -significant level. <br />Facts in Support of Finding: Initial review of the water line on Vista Court determined the <br />supply would most likely be adequate for Fire Department requirements for the <br />proposed project; however, the available water supply needs to be confirmed. <br />Mitigation Measure Public Services and Utilities -2 would require such <br />confirmation prior to issuance of building permits. Potential Impact 3.11-4 is <br />discussed on Draft EIR pages 3.11-8 through 3.11-10 and Revised Final EIR <br />pages 4-28 and 4-29, which are hereby incorporated by reference. <br />Impact 3.11-5 <br />Impact: The proposed project could result in the temporary interruption of utilities to two <br />existing homes. <br />Mitigation Measures: Mitigation Measure Public Services and Utilities -3: The applicant <br />shall notify the owners of the existing homes on Laurel Way at least one month <br />prior to utility interruption caused by the disconnection and reconnection of <br />electric, telephone, cable TV, water, and natural gas service. An additional <br />reminder notice shall be given 48 hours in advance of the disconnection. If the <br />interruption to electric service will last longer than two hours, then the applicant <br />shall be responsible for providing temporary power to the two existing residences. <br />The applicant shall make all reasonable efforts to minimize the interruption of <br />utility service to these two residences. <br />Mitigation Measure Public Services and Utilities -4: The applicant shall work <br />with local solid waste collection services to establish a trash and recycling waste <br />collection service for the project site. If available, this collection service shall also <br />include composting bins and/or yard waste collection and recycling. <br />Mitigation Measure Public Services and Utilities -5: The applicant shall comply <br />with all water conservation techniques included in the PD statement, including: <br />a. Landscaping shall emphasize native trees, grasses, and drought tolerant <br />vegetation; <br />b Residences shall use recirculating hot water/structured plumbing systems; <br />and <br />c. Residences shall use home resource monitoring systems for use of water, <br />electricity, and gas. <br />Finding: Implementation of Mitigation Measures Public Services and Utilities -3, Public <br />Services and Utilities -4, and Public Services and Utilities -5 would reduce impacts <br />to Iess than significant. <br />46 <br />
