8.A. - Page 61 <br />EIR, as well as pages 4-25 and 4-26 of the Revised Final EIR, which are <br />incorporated by reference. <br />PUBLIC SERVICES AND UTILITIES <br />Impact 3.11-1 <br />Impact: The proposed project would have the potential to require or result in the <br />construction of new wastewater treatment facilities, expansion of existing <br />facilities, or exceed wastewater treatment capacity. <br />Mitigation Measure: Mitigation Measure Public Services and Utilities -1: The applicant shall <br />apply for and obtain annexation to the Emerald Lake Heights Sewer Maintenance <br />District prior to approval of any new sewer connections with the District. These <br />new sewer connections must be approved and constructed prior to issuance of <br />building permits for any of the 10 new residences that would be located within the <br />Emerald Lake Heights Sewer Maintenance District. <br />Finding: Implementation of Mitigation Measure Public Services and Utilities -1 would <br />ensure there is no need to construct or expand wastewater treatment facilities, or <br />exceed wastewater treatment capacity. <br />Facts in Support of Finding: A recent analysis demonstrated that the Emerald Lake Heights <br />Sewer Maintenance District sewer mains have capacity for 10 new homes; <br />connection to the main requires annexation to the District's boundaries. <br />Mitigation Measure Public Services and Utilities -1 would require that the <br />applicant obtain annexation to the Emerald Lake Heights Sewer Maintenance <br />District for the 10 new residences that would be connected to the District. <br />Potential Impact 3.11-1 is discussed on Revised Final EIR pages 4-27 and 4-28, <br />which are hereby incorporated by reference. <br />Impact 3.11-4 <br />Impact: The project could result in inadequate water supply to provide water for <br />firefighting purposes. <br />Mitigation Measure: Mitigation Measure Public Services and Utilities -2: Prior to building <br />permit issuance, the applicant shall perform an engineering study to determine <br />whether sufficient water supply would be available to the project to meet the <br />minimum firefighting requirements of the Fire Department. The engineering study <br />shall be submitted for the review and approval of the Building and Engineering <br />Departments, as well as the Fire Department. If it is determined that sufficient <br />water supply is not available for the proposed project, then the study shall outline <br />the infrastructure improvements that would be necessary in order to achieve the <br />Fire Department's minimum water supply requirements. The plans for <br />infrastructure improvements, if required, shall be submitted for the review and <br />approval of the Building and Engineering Departments and the Fire Department. <br />45 <br />
