8.A. - Page 60 <br />and servicing of project vehicles or equipment) shall be limited to non -holiday <br />weekdays between 7:30 a.m. and 5:00 p.m. <br />Mitigation Measure Noise -3: All truck traffic, including the delivery of <br />materials and/or equipment to the site, will be limited to non -holiday weekday <br />hours between 7:30 a.m. and 5:00 p.m. <br />Mitigation Measure Noise -4: The applicant shall designate a Disturbance <br />Coordinator for the duration of applicant -implemented construction, and also <br />incorporate in the CC&Rs the responsibility of the Property Owners' Association <br />to designate a Disturbance Coordinator for the duration of construction until full <br />site build out is completed. The Disturbance Coordinator shall: <br />• Receive and act on complaints about construction disturbances during <br />infrastructure installation, road building, residential construction, and other <br />construction activities. <br />• Determine the cause(s) and implement remedial measures as necessary to <br />alleviate significant problems. <br />• Clearly post the allowable construction hours, his/her name, and phone <br />number(s) on a sign at each construction site. <br />• Notify area residents of construction activities, schedules, and impacts <br />through issuance of a notice to all area residents a minimum of one week prior <br />to commencement of construction activities. This notice shall explain the <br />proposed construction activities and schedule, and provide contact <br />information for the Disturbance Coordinator should any residents have <br />questions, concerns, or complaints. In the event that the construction activities <br />or schedule are altered after the release of the first notice, and follow up notice <br />shall be sent to all area residents with the updated construction activities and <br />schedule. <br />Mitigation Measure Traffic -4: No more than four individual homes may be <br />under construction during any one-year time period. Individual lot owners shall <br />agree to build their homes on a staggered construction schedule such that all 16 <br />residences can be built and completed within the allowable construction window. <br />Finding: Implementation of Mitigation Measures Noise -1, Noise -2, Noise -3, Noise -4, and <br />Traffic -4 would reduce temporary and periodic construction noise impacts to a <br />less -than -significant level. <br />Facts in Support of Finding: Mitigation Measures Noise -1 through Noise -4 would reduce <br />temporary and periodic noise generated by construction activities, would limit <br />construction hours to daytime hours, and would provide a procedure for hearing <br />noise complaints and taking corrective action. These measures would reduce the <br />noise impacts, as discussed on Draft EIR page 3.9-11, which is hereby <br />incorporated by reference. Mitigation Measure Traffic -4 would reduce the number <br />of noise sources present at any one time, thereby reducing the amount of noise <br />generated, as described on pages 39-7 through 3.9-11 and 3.12-7 of the Draft <br />44 <br />
