8.A. - Page 59 <br />activities or schedule are altered after the release of the first notice, and <br />follow up notice shall be sent to all area residents with the updated <br />construction activities and schedule. <br />Mitigation Measure Traffic -4: No more than four individual homes may be <br />under construction during any one-year time period. Individual lot owners shall <br />agree to build their homes on a staggered construction schedule such that all 16 <br />residences can be built and completed within the allowable construction window. <br />Finding: Implementation of Mitigation Measures Noise -1, Noise -2, Noise -3, Noise -4, and <br />Traffic -4 would reduce impacts to a less -than -significant level. <br />Facts in Support of Finding: Mitigation Measures Noise -1 through Noise -4 would reduce <br />construction noise levels by approximately 3 to 5 dBA, would limit construction <br />hours, and would provide a procedure for hearing noise complaints and taking <br />corrective action, as discussed on Draft EIR pages 3.9-7 through 3.9-10, which is <br />hereby incorporated by reference. Mitigation Measure Traffic -4 would reduce the <br />number of noise sources present at any one time, thereby reducing the amount of <br />noise generated from construction, as discussed on pages 3.9-7 through 3.9-11 <br />and 3.12-7 of the Draft EIR, as well as pages 4-25 and 4-26 of the Revised Final <br />EIR, which are incorporated by reference. <br />Impact 3.9-4 <br />Impact: The proposed project would have the potential to create a substantial temporary or <br />periodic increase in ambient noise levels in the project vicinity above levels <br />existing without the project during project construction. <br />Mitigation: Mitigation Measure Noise -1: The applicant shall incorporate the following <br />conditions in all related construction contract agreements to reduce construction <br />noise impacts: <br />• Muffle and maintain all equipment used on site. All internal combustion <br />engine -driven equipment shall be fitted with mufflers, which are in good <br />condition. Good mufflers shall result in non -impact tools generating a <br />maximum noise level of 80 dB when measured at a distance of 50 feet. <br />• Utilize Aquiet@ models of air compressors and other stationary noise <br />sources where technology exists. <br />• Locate stationary noise -generating equipment as far as possible from <br />sensitive receptors when sensitive receptors adjoin or are near a construction <br />project area. <br />• Prohibit unnecessary idling of internal combustion engines. <br />• Prohibit the use of construction workers' radios within 50 feet of adjoining <br />properties. <br />Mitigation Measure Noise -2: Construction and construction maintenance <br />activities (including grading, excavating, paving, home building, and the cleaning <br />43 <br />
