APPENDIX A: MITIGATION MONITORING AND REPORTING PLAN
4043
C
hAitigation Measure
ImplernenWIon+ Monitoring Entity finplementadur.
_ _ +
Monitoring Method Schodule
-J
(if necessary) to
removal or grading of rock outcroppings, debris piles, man-made structures, etc.
Removal of suitable tree roost sites shall be conducted by first removing limbs
be performed
smaller than 3 inches in diameter and peeling away loose bark. The tree shall then
prior to removal
be left overnight to allow any bats using the tree/snag to find another roost during
or grading of
their nocturnal activity period. A qualified biologist shall survey the trees/snags a
outcroppings
second time the following morning prior to felling and removal.
Trees shall be removed during the non -breeding season between September 1
and March 1 to avoid disturbance to maternal colonies or individuals. To avoid take
of bats potentially night -roosting, all tree removal shall occur during daylight hours.
Mitigation Measure Biology -3: The applicant shall submit landscaping plans for
Planning, Housing, and
Planning, Housing,
Prior to building
the review and approval of the City of Redwood Planning, Housing, and Economic
Economic Development
and Economic
permit issuance
Development Department and the City Arborist prior to building permit issuance for
Department and City
Development
each phase of the project. A landscaping plan shall be submitted for the
Arborist to review and
Department and City
construction activities in Phase I, and separate landscaping plans shall be
approve landscaping plan
Arborist
submitted for each of the residences in Phase ll. The landscaping plan shall
indicate the species, placement, and size of all new proposed trees and shrubs.
The landscaping plan shall be required to meet the species, placement, and
minimum size requirements as outlined by the City Arborist. Minimum tree size for
replacement trees shall be no smaller than 15 gallons. The landscaping plan shall
also indicate which of the younger existing trees on the site may be suitable for
transplantation. Tree transplantation may be required at the discretion of the City
Arborist. Mitigation Measure Biology -3 indicates that the minimum replacement
tree size shall be 15 gallons. Studies have shown that the growth rate of such
smaller sized trees often exceeds that of more mature 24 -inch box or 36 -inch box
specimens, likely due to the younger tree's greater ability to adapt to its new
environment. While a 24 -inch or 36 -inch box tree may be able to provide greater
screening initially, 15 -gallon trees tend to provide mature screening in a shorter
span of time.
Mitigation Measure Biology -4: Covenants, Codes, and Restrictions (CC&Rs)
Planning, Housing, and
Planning, Housing,
Prior to final
shall be developed by the applicant in coordination with appropriate Redwood City
Economic Development
and Economic
building permit
staff and a qualified biologist, and in compliance with USFWS and CDFG
Department; Building,
Development
sign off and
regulations, to minimize the biological resource impacts of post -development land
Infrastructure, and
Department; Building,
occupancy of the
use and alteration, landscaping activities, and property -owner pesticide and/or
Transportation Department;
Infrastructure, and
first residence
biocide use during and after project development.
City Attorney; and
Transportation
biological consultant to
Department
review CC&Rs
A-8 Laurel Way Planned Development Revised Final EIR
February 2013
