APPENDIX A: MITIGATION MONITORING AND REPORTING PLAN <br />Mitigation Mebsure <br />Water Quality. The filing shall describe erosion control and storm water treatment <br />measures to be implemented during and following construction and provide a <br />schedule for monitoring performance. These BMPs shall serve to control point and <br />non -point source pollutants in stormwater and constitute the project's Stormwater <br />Pollution Prevention Plan (SWPPP) for construction activities. While the SWPPP will <br />include several of the same components of the ECP, the SWPPP shall also include <br />Best Management Practices (BMPs) for preventing the discharge of other non -point <br />source pollutants besides sediment (such as paint, concrete, etc.) to downstream <br />waters. <br />Mitigation Measure Hydrology -3: Prior to issuance of any grading permit, the <br />applicant shall submit a long-term Stormwater Pollution Prevention Plan (SWPPP) to <br />the City Engineer for Redwood City for review and approval. The purpose of this <br />SWPPP shall be to protect storm water quality after the construction period. The <br />applicant shall comply with all recommendations presented in the approved SWPPP <br />at all times. The SWPPP shall include the following additional BMPs to protect storm <br />water quality: <br />a) Proper maintenance of paved areas can eliminate the majority of <br />litter and debris washing into storm drains and entering local <br />waterways. Regular sweeping is a simple and effective BMP aimed <br />at reducing the amount of litter in storm drain inlets (to prevent <br />clogging) and public waterways (for water quality). The Homeowners <br />Association shall enter into an agreement with the City of Redwood <br />City or other street sweeping contractor to ensure this maintenance <br />is completed. <br />b) Proper maintenance of filtration systems is necessary to ensure their <br />effectiveness. Filtration systems shall be maintained according to <br />manufacturer's instructions. A maintenance schedule and <br />homeowner maintenance agreement shall be submitted to the City <br />Engineer for Redwood City prior to construction. <br />c) The applicant shall prepare informational literature and guidance on <br />residential BMPs to minimize pollutant contributions from the <br />proposed development.
