B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 23, 2013 <br />SUBJECT <br />Amendment No. 1 between the City of Redwood City and the Youth Leadership Institute <br />for the 2012-2013 fiscal year <br />RECOMMENDATION <br />By motion, approve amendment and authorize the City Manager to execute the <br />amendment to the agreement between the City of Redwood City, as fiscal agent for <br />Redwood City 2020, and the Youth Leadership Institute (YLI) for the North Fair Oaks <br />Healthy Corner Store Makeover Project. <br />BACKGROUND <br />Redwood City 2020 is a collaboration of eight public and nonprofit organizations <br />(including the City of Redwood City) that serve children, youth and families who live in <br />Redwood City and unincorporated North Fair Oaks. The City of Redwood City serves as <br />the collaborative's fiscal agent. <br />For the past three years, Redwood City 2020 has been working on four environmental <br />goals for its Community Wellness Initiative. One of those goals is to "make healthy food <br />the easy, affordable and viable option." In furtherance of this goal, Redwood City 2020 <br />received grant funding in the amount of $150,000 (over a two year period) from the <br />Kaiser Foundation Hospital Fund to support strategies to help transform local food <br />environments, specifically "healthy corner store makeovers" in North Fair Oaks. Healthy <br />corner store makeovers are collaborative endeavors in which local youth, small grocery <br />store owners, and other community stakeholders increase the fresh produce available, <br />make healthy food choices more accessible, limit alcohol and tobacco advertising, and <br />physically clean local corner stores to better serve North Fair Oaks residents. <br />On July 11, 2012, the City Council approved an agreement between the City as the <br />fiscal agent for Redwood City 2020 and the Youth Leadership Institute (YLI) in the total <br />amount of $110,000, with $50,000 for fiscal year 2011-12 and $60,000 for fiscal year <br />2012-13. This agreement dedicated a portion of the Kaiser Foundation grant funds to <br />YLI to work with youth to engage corner storeowners and spearhead healthy corner <br />store makeovers in North Fair Oaks. YLI committed to making over four stores over the <br />two-year period. <br />ANALYSIS <br />YLI, in partnership with local youth and storeowners, successfully completed three <br />healthy corner store makeovers in North Fair Oaks. YLI has invoiced Redwood City <br />
