7. 1. B. - Page 2
2020 and been paid for work completed on the first three healthy corner store
makeovers ($50,000 in the 2011-12 fiscal year and $30,000 in the 2012-13 fiscal year).
Due to staff changes and challenges finding a willing storeowner to partner, YLI has
requested an extension of time to finish the last store makeover until October 31, 2013.
YLI leaders are confident that with additional time, they will be able to successfully
complete the final store makeover. This extension does not impact Redwood City
2020's compliance with the Kaiser Foundation Hospital Fund's grant reporting timeline,
which requires that grantees finish their proposed projects by October 31, 2013 and
submit grant reports by December 1, 2013. The proposed agreement extension would
enable Redwood City (as Redwood City 2020's fiscal sponsor) to use the remaining
$30,000 in previously allocated Kaiser funds to pay YLI after the fourth store is
completed.
In addition to extending the term of the agreement, staff is proposing an amendment to
the original agreement in the amount of $5,200 that will fund YLI's creation of a
handbook documenting the youth -led corner store makeover approach, with the
intention of creating a replicable model that can be implemented in similar
neighborhoods in Redwood City. This amendment increases the current $110,000
agreement with YLI to a total amount of $115,200 (the remaining $35,200 of which will
be paid out after the work is completed in the extended timeframe). Funding for the YLI
handbook was included in the original Kaiser Foundation grant budget but was not
specified in the original YLI agreement scope of work.
ALTERNATIVES
Council may elect not to authorize the City Manager to execute the amendment.
FISCAL IMPACT
The cost of this contract amendment shall not exceed $5,200. Since these funds are
included in the Kaiser Permanente Corner Store Makeover Grant budget, there is no
fiscal impact as a result of approving this contract amendment.
ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.
t -
JANA KISER
EXECUTIVE DIRECTOR
AUDREY RAMBERG
ASSISTANT CITY MANAGER
