( Attactmebt #4 8.A -Page 120 <br />E'P 0 R TTC rmF1pNORA/LS <br />1M WN AIS CRY COW= <br />1 M QR M XAM <br />Dlovamber 26,1965 <br />SUBJECT: EXTENSION OF DEVELOPMENT ON LAUREL WAY <br />Background <br />Laurel 'day is a 1,200 -foot i0:9 cul-de-sac off .of Highland avenue <br />serving a hillside -in the Emerald Lakes area. It was platted in 1926 <br />while in the unincorporated area, with a 50 -foot right-of-way serving 37 <br />Iota. The terrain is of the most severe to be found anywhere in the <br />Redwood City area. Development of Laurel gray properties has always seemed <br />to be just beyond the reach of an acceptable solution. <br />The Highland Avenue and of the road has been developed for some time <br />because of its relative flatness. TWO houses were built near the other <br />end of Laurel Way m lands of Pflug and Holtman, in spite of the slope. <br />Since annexation to Redwood City, the land belonging to the Georges was <br />allowed to have a single-family dwelling. It was expected that this would <br />be the last lot developed, unless and until an area -wide assessment <br />district were formed to provide adequate street improvements for the <br />balance of the road. <br />Currently, the Hatfields and Scotts have requests before the City <br />Council to allow development on their lots as the next two beyond the <br />Georges'. The Hatfields feel that they have received some degree of <br />encouragement from the City that their lot was buildable. <br />Sumaa ry <br />The main issues that have defied a satisfactory conclusion to Laurel <br />Way development have been health, safety, and economics. Road <br />improvements in this area would be relatively very costly, even for a <br />substandard end condition. The slopes of the properties increase the <br />farther one gets from highland Avenue, and soil studies suggest that there <br />are stability problems because of subsurface seepage in the soil. Further <br />development could increase the City's liabilities Just at the time that <br />liability insurance becomes more costly, or unavailable, to cities. <br />It is common for jurisdictions to prohibit or severely restrict <br />development on slopes exceeding a given amount, for example: 25% to 50% - <br />In the case of the undeveloped portion of Laurel WaY 9 lot slopes range <br />an de' <br />from 215 to 645.
