8.A. - Page 141 <br />data was incorrect and it overstated the size of the residences. Appendix C (Table C-1 <br />in the revised Final EIR) has now been corrected and contains updated residence size <br />data (which was obtained from the County Assessor's office). There were minor <br />corrections made to the revised final EIR and MMRP, which was released on Tuesday, <br />February 5, 2013. These minor corrections and typos are summarized in the letter from <br />the consultant who prepared the EIR (Attachment 5). The revised Final EIR has been <br />updated to reflect these changes and is available at Planning Services or <br />http://www.redwoodcity.org/phed/planning/laurel/ <br />The City has determined that the February 2010 Draft EIR is adequate to address the <br />environmental impacts of the new (2011 PD) project, subject to the changes and <br />corrections included in this Revised Final EIR, as the February 2010 Draft EIR analyzes <br />the impacts of the original, similar project with the same or reduced effects. The <br />changes to the project described herein do not constitute "significant new information," <br />as defined in CEQA Guidelines §15088.5. <br />"New information added to an EIR is not "significant" unless the EIR is changed in a <br />way that deprives the public of a meaningful opportunity to comment upon a substantial <br />adverse environmental effect of the project or a feasible way to mitigate or avoid such <br />an effect (including a feasible project alternative) that the project's proponents have <br />declined to implement." <br />The 2011 PD project would not result in new significant impacts, substantial increase in <br />the severity of an impact, and is not considerably different from the original application. <br />Recirculation of the Draft EIR is therefore not required. Furthermore, this Revised Final <br />EIR has been prepared to inform the public about the changes to the project application <br />and the subsequent updates to the information contained in the August 2010 Final EIR. <br />Timeline <br />The timeline below provides an overview of key dates: <br />• September 6, 2007 — Application for Environmental Assessment and Planned <br />Development Permit submitted to the City. <br />• October 30, 2007 — The Planning Commission held a workshop for the project. <br />+ June 3, 2008 — The Planning Commission held a Study Session for the project. <br />• February 3, 2009 — A Scoping meeting was held by the Planning Commission for <br />the project. <br />• February 2010 — The DRAFT EIR (DEIR) was completed and was circulated for <br />a 45 -day public review and comment period from February 19, 2010 to April 7, <br />2010. <br />• April 6, 2010 — The Planning Commission held a public hearing to review and <br />take testimony on the DEIR. <br />• August 24, 2010 — The Planning Commission certified the Final Environmental <br />Impact Report (FEIR). <br />• August 31, 2010 — Appeal filed an appeal on the Planning Commission's action <br />to certify the EIR. <br />• December 7, 2010 — The Planning Commission reviewed the Planned <br />Development (PD) Permit application for the project and continued the matter. <br />
