8.A. - Page 143 <br />RESOLUTION NO. 13-D4 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY CERTIFYING THE FINAL ENVIRONMENTAL IMPACT <br />REPORT FOR THE LAUREL WAY PLANNED DEVELOPMENT <br />PROJECT; ADOPTING CEQA FINDINGS, AND ADOPTING A <br />MITIGATION MONITORING AND REPORTING PLAN, ALL IN <br />ACCORDANCE WITH THE REQUIREMENTS OF THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT <br />WHEREAS, Applicant, Laurel Way Joint Venture ("LWJV") proposes a 4.75 acre <br />residential development; construction of a private roadway connecting to existing private <br />streets; extension of city utilities to the residential lots; construction, maintenance, and <br />installation of retaining walls and parking areas along the new private street (extension <br />of Laurel Way); and a conservation/drainage easement serving the hillside <br />development, as well as the construction of 16 new residences (collectively, the <br />Project); and <br />WHEREAS, from January 20, 2009 through February 20, 2009 the City held a <br />public review period on the Notice of Preparation (NOP) for the Project EIR. The City <br />mailed, published and posted on its website a NOP to notify responsible agencies of the <br />State Office of Planning and Research, all interested parties and surrounding property <br />owners that an EIR would be prepared for the Project in accordance with Section 15082 <br />of the California Environmental Quality Act (CEQA); and <br />WHEREAS, on February 19, 2010, City staff issued a Notice of Availability to <br />announce the availability of the Draft Environmental Impact Report for the Project <br />("Draft EIR") for public and responsible agency review and input; and <br />WHEREAS, the Draft EIR was circulated for public review and comment for 45 <br />days from February 19, 2010 to April 7, 2010, and was filed with the State Office of <br />Planning & Research under State Clearinghouse No. 2009012058; and <br />WHEREAS, on April 6, 2010, the Planning Commission held a duly noticed <br />public hearing and received public testimony on the Draft EIR. The City received a <br />number of letters and smalls from the public during the Draft EIR public review period; <br />and <br />WHEREAS, a notice of the Planning Commission's public hearing on the Laurel <br />Way Planned Development Project, including the revised Final EIR, was - mailed on <br />February 13, 2013 and duly published in the Redwood City Daily News on February 16, <br />ATTYIRESQ.2836113-04 LAUREL WAY EIR SSL <br />REV: 03-12-13 VR <br />Page 1 ds <br />
