8.A. - Page 144 <br />2013, and the Planning Commission held a public hearing on the Laurel Way Planned <br />Development Project on Manch 26, 2013; and <br />WHEREAS, on March 26, 2013, the Planning Commission held a public hearing <br />and certified the revised Final EIR prepared by the City in accordance with the <br />requirements of CEQA and, based on the EIR, adopted a Mi#igation Monitoring and <br />Reporting Program in compliance with all CEQA requirements. <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION <br />OF THE CITY OF REDWOOD CITY AS FOLLOWS: <br />1. The above recitals are true and correct and together with the Staff Report <br />and the application materials, including without limitation the revised Final EIR, Planned <br />Development Permit, and all other documents, reports, studies, memoranda, maps, oral <br />and written testimony, and materials in the City's file for the applications and the Project, <br />and all adopted City planning documents relating to the Project and the properly <br />including the City's General Plan, Zoning Ordinance, and other applicable City laws and <br />regulations, and all associated approved and certified environmental documents, have <br />together served as an adequate and appropriate evidentiary basis for the findings and <br />actions set forth in this Resolution. <br />2. The City of Redwood City is the lead agency under CEQA for preparing <br />the Final EiR, and the Planning Commission is the final decision-making authority with <br />regard to approval of the Laurel Way Project as defined in section 15356 of the CEQA <br />Guidelines. <br />3. The Planning Commission finds that the Final EIR for the Project was <br />presented to the Planning Commission, that the Final EiR was prepared, published, <br />circulated, reviewed and completed in full compliance with State law and CEQA <br />Guidelines, that there was adequate public review of the Draft EIR, that it has <br />considered all comments on the Draft EIR and responses to comments, that the Final <br />EIR adequately discusses all significant environmental issues, and that the Final EIR <br />reflects the independent judgment and analysis of the Planning Commission. <br />4. The Planning Commission has reviewed and oonsidered the Information <br />contained in the Final EIR prior to taking action on the proposed Laurel Way Project. <br />5.
