8.A. - Page 145 <br />fi. Pursuant to Califomia Public Resources Code section 21081 and the <br />CEQA Guidelines section 15091(a) (1), the Planning Commission hereby finds that <br />changes or alterations have been required in, or incorporated into, the Project which <br />avoid or substantially lessen the Project's potentially significant environmental effects as <br />Identified in the Final EIR, such that the Project, as approved, will not have any <br />significant environmental effects. <br />7. Pursuant to CEQA section 21081.5 and CEQA Guidelines sections <br />15091(d) and 15097, and in support of its approval of the Project, the Planning <br />Commission hereby adopts the Findings and the Mitigation Monitoring and Reporting <br />Program attached hereto as Exhibit A and Exhibit B. respectively, and incorporated <br />herein by reference, to require all mitigation measures described in the Final EIR be <br />implemented by means of Project conditions, agreements, or other enforceable <br />measures. <br />8. The Planning Commission finds the benefits of the Project are as iollows: <br />a. The Project provides a high quality, single-family residential in -fill <br />housing project. <br />b. The project supports Redwood City's General Plan Housing Element <br />goal to meet its regional housing need allocation assignment <br />consistent with State Housing Element law. <br />c. Additional benefits are listed in the Project Objectives Section 2.2 of <br />the Laurel Way Planned Development Project Draft and revised Final <br />EIR. <br />9. The Planning Commission directs the City's Community Development <br />Services Department to file a Notice of Determination with the San Mateo County Clerk <br />upon approval of the Project. <br />10. Pursuant to Guidelines section 15091(e), the documents and other <br />materials that constitute the record of proceedings upon which the Planning <br />Commission has based its recommendations are located in and may be obtained from, <br />the Office of the City Clerk at 1017 Middlefield Road, Redwood City, Cali brnla. The City <br />Clerk is the custodian of records for all matters before the City. <br />11.
