LWANA bas pending an administrative <br />appeal it filed ofthe Planning Commission's August 24, 2010 ce!#ifrcWon of'the Envimmental <br />impact Report ("ETR"} for the Laurel Way Project, and is thus recognized as a formal party to <br />proceedings before the City concerning this Project, <br />
