Hlstorkai evidence of significant hillside instability is not addressed by the DEIR. The <br />residence at 3726 Laurel Way was determined to be structurally unsafe In 1992 (City of <br />Redwood City report, March 17,1992). t The residence was determined to be unsafe for <br />a two year period, as a result of slope stability issues, according to a resident of the <br />nelghbodwod. The resident also informed me that another hillside house, on The <br />portion of Vista Road, directly above the house at the end of the unpaved portion of <br />Laurel Way (3769), slipped off its foundation (reportedly 30 -plus years ago) and was <br />condemned and later torn down. <br />Again, the DEIR needs to be revised to consider the potential for a deep-seated landslide <br />complex in the eastern area of the development and mitigation needs to be identified to <br />prevent structural damage In that area. <br />3. The potential for landslid Ing and slope Instability to be heightened during a nine-year <br />continuous construction period when portions of the hillside would be exposed to <br />Increased erosion is not addressed. iMitigation of potential impacts from slope <br />movement are deferred, for example, mitigation measures Geology -1 and Geology -2 <br />call for design -level geotechnical evaluation that will be submitted only afiter the project <br />Is approved. The EIR simply doesn't address them, but puts them off for future reports. <br />The Planning Commission does not have sufficient Information an which to base Its <br />conclusion that "no significant Impact" will result from the project. <br />4. Slope stability will be compromised by the removal of 91 mature trees, most of which <br />are on steep slopes. The EIR does not discuss the extent to which the tree root systems <br />are connected to soil stability. The EIR falls to address the significant potential risks of <br />landslides resulting from removal of nearly all the trees (mature and not mature) from <br />the site for purposes of road and home construction. Replacements trees will take years <br />to establish root systems and will do nothing in the Interim to mitigate the damage from <br />Instability and slides. The impact from the loss of the protective tree canopy similarly is <br />not addressed. <br />Failure to Disclose Potentially Hazardous Soil Conditions <br />5. Environmental due diligence of the site is Inadequate. For example, the potential for <br />soil contamination was not examined in the Phase I EnAronmental Site Assessment <br />(ESA). Nearby operation of mercury mines In the 195Ws is well documenteds as is the <br />more recent discovery of mercury residue 4 This evidence strongly suggests that <br />
