For example, signatures that cross the signature line and text below (e.g., for Nguyen and Mai, Nibbi, Flores, Ernst, etc.) do so in exactly the same location on both copies of the form. Likewise, the signatures on both forms for Lieu B. Nguyen and Kim -Dung Mai contain the same disconnected, horizontal mark under the "y." See Attachment 1, While these signatures appear to be identical, the printed portions of the forms appear to be in a different hand. It is certainly possible that all of the owners authorized LWJV to photocopy or otherwise transpose their old signatures onto the new forms. However, given the common availability of fax machines, scanners, and e-mail, there are simpler ways to obtain and transmit signatures. Thus, to ensure that the individuals named on these applications have authorized LWJV to pursue this new Project on their behalf, it would be prudent for the City to independently verify that it has obtained valid signatures for the most current Joinder in Development Applications on file. In light of the above, we request that the City postpone the February 25, 2013 Planning Commission hearing, reissue the RFEIR as a revised DEIR, and provide the public with a 45 -day comment period. The City took nearly IS months to "revise" this EIR; the public is entitled to at Ieast 45 days to review it.
