I II <br /> In response to Director La Berge's questions, Planning Director Patterson presented <br /> an update on the Hamilton Street Project and the Entry Features Program. <br /> - <br /> Planning Commissioner Watry expressed his concerns regarding the economic <br /> impacts on areas left vacant by auto dealerships moving to a new mall or auto cluster <br /> area. Director Church advised that Bill Carlson would have to add that issue to his <br /> scope of work. <br /> In response to Director Howard's questions regarding Carrington Hall, <br /> Redevelopment Director Church described how the original plan to share costs with <br /> Sequoia High School ($60,000 each) had been put on hold by the School. <br /> City Manager Everett and Director Church discussed the need for a logical <br /> connection for the justification of using capital outside the Redevelopment Area. <br /> However, the 20% set aside housing funds must be spent within the City boundary. <br /> In response to Chairwoman Gasparini's questions, Housing Coordinator Jones- <br /> Thomas described how the 1st Time Homeowner's Program would be broadly <br /> marketed. <br /> Director Church advised that redevelopment projects are not supposed to produce a <br /> profit for the Redevelopment Agency: redevelopment projects are justified only when <br /> the private sector cannot afford to develop the project on its own. Director Church <br /> - described state law requiring Redevelopment Agency debt. <br /> Vice Chairman Hartnett discussed the use of tax increment monies to pay bond <br /> indebtedness, not general fund money. <br /> Don Warren, Redwood Shores Properties Inc. President, described the unique <br /> qualities and the success of Heron Court, a redevelopment project in Redwood Shores, <br /> and complimented the staff of the Redevelopment Department, calling them" a top <br /> notch team." <br /> In response to Commissioner Giannini's questions, Director Church advised that the <br /> Redwood City Redevelopment Area is known as Project Area No.2, and it has three <br /> noncontiguous areas. <br /> Attorney Hildebrand described the debt limits and shortened periods of debt <br /> established by the Ordinance adopted for first reading at the previous Council Meeting. <br /> In response to Chairwoman Gasparini's request for a complete listing of possible <br /> future projects Director Church advised that the Implementation Plan coming before <br /> the Redevelopment Agency on December 19, 1994, would include all the information <br /> - she requested. <br /> MINUTE BOOK NO. 52 <br /> Redevelopment Agency Joint Study Session Minutes Page No. 229 <br /> December 5,1994 <br /> Page 4 <br />
