<br /> . I 'I <br /> ADDITIONS TO THE MINUTES OF DECEMBER 5, 1994 <br /> - <br /> Mike Church - I'm to present a history of redevelopment in the City of Redwood City. The <br /> Redevelopment Agency was established in, or activated in 1982, and at that time there were four <br /> subareas that were established called "Gateway Center Marina and Seaport". The Redevelopment <br /> Plan was first amended in 1985 and the most recent amendment which you are probably mostly <br /> familiar with in 1990 which incorporated most of the territory, between El Camino Real and <br /> Veterans Boulevard. In terms of projects, the early projects that were done, the first one was <br /> Seaport Boulevard, this shows the interrelationship with the project areas. The pink areas as you <br /> see here, this was Gateway, this was the center subarea, this was Marina, this was Seaport covering <br /> the Port jurisdiction of what became Seaport Center. The first amendment added a small piece of <br /> property between Franklin and Jefferson here, the second amendment in 1990 added the area seen as <br /> blue and incorporated these two small areas into one large one. <br /> History of the projects include funding through the Redevelopment Agency to Heron Court in 1982, <br /> 83, Seaport Center which is actually not on the list but which was one of the very first, was the very <br /> first project that the agency did. Here is the Sequoia Station as you all know, the Main Middlefield <br /> project. And we'll show later on some graphics and some models of the concept of that project. <br /> The PineIMiddlefield Project, the shared housing development that the Agency provided a small <br /> amount of money for culminated in 1991 in the bond issue. Seaport Center, we'll show you some <br /> slides for those of you who have never been out there is a million and a quarter square foot office <br /> space that was built with an agreement with the Redevelopment Agency. The Agency agreeing to <br /> - provide funding for the improvements to Seaport Boulevard out to the center and Seaport Center <br /> itself would not have occurred without those improvements to the access. Sequoia Station, as you <br /> know, this is an early rendering of the project, pretty fairly reflects how it looked. MainlMiddlefield <br /> Project these are some renderings that were done some months ago, in advance of the concept that <br /> you'll see later on. <br /> Michael Church: (After Finance Director Ponty's discussion of tax increment.) It's ajoint venture <br /> between Sausalito Equity......Safeway, SamTrans, CalTrans and the Redevelopment Agency of the <br /> Cty of Redwood City and the City itself which was a signator to the DDA. This map, this map is, <br /> slightly blurred shows the original parcelization of the Sequoia Station site prior to redevelopment. <br /> There were, I think 13 separate parcels......there was a creek that flowed across the side that divided <br /> some of the large parcels and some of the smaller ones. This piece here is not included in the <br /> development at this time. This is the CaiTrans station here where the work is progressing <br /> now.......This is the site plan as it was finally developed. The red area here is the Park Chevrolet site <br /> that's not included. This is the project as it looks ttom Jefferson Avenue. And this is the car <br /> dealership. One of the issues that we will be hearing about on the 19th of December is the result of <br /> the owner participation process that was started in October......We sent out offers to participate to all <br /> of the interested parties and the responses to that will be before you on the 19th for some future <br /> action. This issue of Sequoia Station and the funding of Sequoia Station has been of some interest <br /> lately and.......I've got Tim Kelly here ttom Keyser Marston who is intimately involved with the <br /> - development of the DDA and the deal that was arranged with the developer for this <br /> project........Before I get too involved in the debate here, I wanted to just emphasize that the project <br /> Redevelopment Agency Joint Study Session Minutes <br /> December 5,1994 MINUTE BOOK NO. 52 <br /> Page 6 Page No. 231 <br />
