Exhibit A <br /> Scope <br /> Redwood City is in the process of updating its Housing Element and Consultant will be providing the <br /> services necessary for such update, all as follows: <br /> Task 1 - Project Ongoing Coordination <br /> For the duration of the project, MIG project manager Genevieve Sharrow will conduct regular phone <br /> calls with City staff as needed to ensure project coordination and to support close collaboration. <br /> These calls will allow the team to review project status and to discuss issues, documents, and plan <br /> presentations. <br /> Task 2 - Draft Housing Element <br /> Consistent with State Housing Element law, the City's 2014-2022 Housing Element must include a <br /> housing needs assessment, an analysis of constraints to housing production, identification of <br /> resources to meet housing needs and available sites for housing development, an assessment of <br /> previous accomplishments, and an implementation plan. Consultant understands that the 21 <br /> Elements Pre-Qual Option purchased by the City would include the following tasks, and as such, <br /> this proposed scope for consultant would not address the following (except where specifically <br /> addressed in this scope): <br /> • Previous Accomplishments Section <br /> • Needs Assessment Section <br /> � Nongovernmental Constraints Analysis <br /> • Funding Resources and Opportunities for Energy Conservation Sections <br /> Consultant will prepare the remaining components of a draft Housing Element that address the <br /> requirements of State law, and will synthesize the information provided in the 21 Elements Pre-Qual <br /> option into an Administrative Draft Housing Element. In preparing the Housing Element update, <br /> consultant will proactively identify issues, immediately bring those issues to the attention of City <br /> staff, identify potential solutions,and coordinate with City staff as to the best course of action. <br /> 2.1-Housing Constraints Analysis(Governmental Constraints only) <br /> This analysis will identify potential and actual governmental constraints to housing <br /> production, including any constraints on people with disabilities, as required by SB 520. <br /> Consultant will update the analysis included in this section as necessary, based on current <br /> development processes, fees, and revisions to the Zoning Ordinance since the last Housing <br /> Element was written, especially related to new Mixed-Use zoning districts, as provided by <br /> the City. Where constraints exist, consultant will suggest housing programs to mitigate or <br /> remove these constraints. <br />
