Exhibit A <br /> 2.2-Housing Sites Analysis <br /> The Housing Sites analysis will focus on site suitability for housing, drawing from sites <br /> identified in the 2009-2014 Housing Element. Consultant anticipates that many of these <br /> sites will continue to be available for this Housing Element; where new sites need to be <br /> identified due to recent development or other changes in circumstance, consultant will <br /> assess the areas in the City most likely to redevelop at density levels that can facilitate <br /> affordable housing; consultant will prepare appropriate GIS maps. Consultant will work <br /> closely with City staff to remove sites that have been developed and to understand priority <br /> development sites to be incorporated into the new sites inventory. <br /> 2.3-Supplement to 21 Elements Sections <br /> Pursuant to the City's MOU with 21 Elements team, 21 Elements will provide an update to <br /> the Needs Assessment, which will be pre-approved by HCD and consistent with other Needs <br /> Assessment Sections throughout the County. Consultant will augment the 21 Elements <br /> work to update items Redwood City included in the 2007-2014 Housing Element but not <br /> covered by the 21 Elements team. This work would include updating approximately 10 to 12 <br /> tables and figures and associated text from the prior Needs Assessment. The focus will be <br /> on gathering data on developmentally disabled persons accessing State-funded services in <br /> Redwood City and conducting the analysis to determine the market value and rent <br /> subsidies required to preserve units at risk of converting to market rate. <br /> Consultant will also add additional data to the Market Constraints section where this <br /> information is not provided by 21 Elements, including providing information on vacant <br /> land prices (as available) and a summary of loan applications in Redwood City. <br /> Consultant will synthesize the information provided by 21 Elements, the City, and <br /> consultant's analysis to prepare the update to the Constraints section. <br /> The MOU with 21 Elements also indicates that the 21 Elements team will complete the <br /> Previous Accomplishments Section (called "Review and Revise" under the 21 Elements <br /> MOU). Consultant has included an additional four hours to augment this work as <br /> necessary. If substantial more work is required due to the 21 Elements team not completing <br /> the section to the standards required by State law, consultant will complete this section on <br /> a time and materials basis,with prior written authorization from the City. <br /> 2.4-Housing Goals,Policies,and Quantified Objectives <br /> Based on the analysis completed in the above items, 21 Elements analysis, and building on <br /> the existing Housing Element, consultant will craft a Housing Plan with goals, policies, and <br /> implementation programs relative to the maintenance, preservation, improvement, and <br /> development of housing to cover this new planning period. Quantified objectives will be <br /> established to address housing needs for all income groups, including extremely low-income <br /> households. Consultant will craft a Housing Element that responds to State law <br /> requirements that ensure housing opportunities are available to all persons in the City; <br /> preserve and improve the existing stock of affordable housing; facilitate development of <br /> adequate housing to meet <br />
