Exhibit A <br /> the needs of low- and moderate-income households, meeting regional share of goals; <br /> mitigate any governmental constraints to housing production, improvement and/or <br /> maintenance; and ensure consistency with other General Plan elements and community <br /> goals. The Housing Plan will also include an implementation program that identifies <br /> monitoring procedures and milestones for assessment purposes. <br /> 2.5-Administrative Draft Housing Element <br /> The Administrative Draft Housing Element will include updates to the Introduction and will <br /> fold 21 Elements team sections into the document. The Administrative Draft Housing <br /> Element will be submitted to the City electronically for staff review. The City will be <br /> responsible for collecting all staff comments and creating a single "comment document" <br /> from which consultant will revise the Administrative Draft Housing Element and complete the <br /> Draft Housing Element for Public Review. This scope and budget assume one round of <br /> comments and revisions. <br /> Task 3 - Community Engagement <br /> 3.1-Draft Housing Element Workshop/Study Session <br /> State Housing Element law requires that meaningful public outreach be included as part of <br /> the update process. Based on consultant's prior housing element work experience, and given <br /> that the Housing Element was so recently updated (2010), it has been consultant's <br /> experience that these meetings are most effective when the public can respond and react <br /> to concrete proposals. Consultant anticipates that a successful way to solicit input on <br /> housing issues will be to include the Housing Element as an informational item at a joint <br /> Housing and Human Concerns Committee and Planning Commission meeting, combined <br /> with a public forum open to the community. Consultant recommends that the <br /> workshop/study session be conducted once the Draft Housing Element is complete. The <br /> public and Commissioners will be asked to review and provide feedback on the <br /> information provided. City staff will be responsible for identifying stakeholders and <br /> interested parties to invite to the meeting, and will distribute a public notice regarding <br /> the workshop to such groups. <br /> According to the MOU with 21 Elements team, a representative of their team will prepare <br /> materials for and attend a community meeting. Consultant can work with the 21 Elements <br /> consultant to best maximize their resources while ensuring that the workshop addresses <br /> Redwood City's needs. Consultant will prepare a PowerPoint presentation for the <br /> workshop that covers an overview of the Draft Housing Element, including State <br /> requirements, constraints, and programs designed to meet the RHNA, as well as proposed <br /> housing goals and policies. Consultant will submit the documents electronically to City staff <br /> for review, reproduction, and/or distribution. We will organize and lead the community <br /> workshop, to be augmented by 21 Elements staff as available. <br /> Based on input from community leaders and residents, consultant will revise and prepare a <br /> draft of the Housing Element to transmit to HCD. <br />
