Director Steinfeld stated that "recognizing that we are no longer the City Council, <br /> and recognizing that we are looking at probably $4,300 or $4,400, in hook-up and <br /> connection fees that we need to be concerned at a later date, I'm going to make a motion <br /> that we accept the Agency's recommendation to a maximum of $30,000, to include your <br /> wording, ttom the Redevelopment Agency, but to further recommend that we get together <br /> as a Council to discuss whether or not we would like the Sewer and Water Fund to cover <br /> the $4,300 connection charge." <br /> MIS: STEINFELD/SANFILIPO TO APPROVE THE MOTION AS STATED <br /> Redevelopment Agency Attorney Schricker stated there was a problem of City <br /> jurisdiction and this matter was not submitted for legal review; and, there were some <br /> serious ramifications in forgiving payments out of utilities funds, as those funds come <br /> under strict accountability as enterprise funds. Redevelopment Agency Attorney Schricker <br /> added that "although the policy espoused may be accommodated, I would not recommend <br /> at this time endorsing a particular methodology." <br /> Director Steinfeld stated the methodology was not being endorsed, it was in the motion <br /> only to be brought back to the Council for review at a later date. <br /> John Murray, 601 Harbor Colony Court, thanked the participants and the City Manager <br /> - and Library Director Light, and City staff for all their hard work and the Council and <br /> Agency support, and reiterated that Exhibit A which was a draft, was not being approved, <br /> only the staff recommendations and the Resolution. <br /> Director Steinfeld as maker of the motion agreed with Redevelopment Agency Attorney <br /> Schricker that the language ofthe contract needed to be clarified and agreed to Mr. <br /> Murray's clarifications, and the seconder, Director Sanfilipo agreed as well. <br /> In response to Director La Berge's questions, Mark Lockenmeyer from Cornish & <br /> Carey Commercial Properties, representing the property owner, stated that the landlord <br /> had hired a general contractor to work with the R.C.A.C. people who will provide some of <br /> the resources, and the improvements would be done in 60 days. Also, the property owner <br /> was granting R.C.A.C. four months tree rent, and the landlord would be responsible for the <br /> roof.
