<br /> acknowledge receipt of the Plan developed by the Planning Commission including <br /> boundary descriptions, set the base year for calculation of tax increment, 1994/95, and <br /> directing staff to notify the County and other taxing agencies of the action taken. The Plan <br /> is a legal document with boundary descriptions and language relating to the establishment <br /> of the base year. Director Church used overheads of the subject area to show properties <br /> the Planning Commission wanted to incorporate if that strengthens the argument for <br /> blight: Allen Steel at 505 E. Bayshore, Walin Dive Center at 517 E. Bayshore, Toyota 101 <br /> at 525 E. Bayshore, and the vacant site at the NE. corner of Main and Veterans. <br /> In response to Director Sanfilipo's question, Director Church described the small piece of <br /> wetlands property just north of Whipple removed ttom the Plan. <br /> City Manager Everett explained that the Planning Commission wanted the Agency <br /> Board to consider adding the four properties mentioned above and advise the Planning <br /> Commission of its decision. <br /> In response to Chairwoman Gasparini's questions, Agency Attorney Schricker advised <br /> that his office had reviewed the Plan, and it could be amended in the future describing the <br /> legal steps required, including public notices. <br /> Redevelopment Agency Counsel Hildebrand advised that the proposed plan was a <br /> preliminary plan, and was called a legal document responding to several requirements in <br /> the Code. At a later stage if the Redevelopment Agency proceeded with the project, the <br /> full Redevelopment Plan would come back to the Board for further review with a full, very <br /> detailed report, including an EIR and much documentation to support the blight findings, <br /> and what the usages will be seen in the area. A full public hearing with extensive notice <br /> will be given, and at that stage the Agency Board would have a great deal to say about <br /> what the Plan will be. <br /> MIS: LA BERGEIHOW ARD <br /> RESOLUTION NO.
