<br /> 1. Staff Report; <br /> Director Church presented the staff report and advised that Assembly Bill 1290 <br /> requires the adoption of an Implementation Plan by December 31, 1994. The Plan <br /> itself was intended to provide a nexus between activities of the Redevelopment Agency <br /> and the blight findings, and intended to provide some leverage on Agencies to <br /> document where they were spending their money. The Plan develops a 5-year time <br /> line for non-housing activities and a 10-year time line for housing activities. The Plan <br /> is based around programs and not projects which provides flexibility to the Agency <br /> Board, and won't have to amend the Plan if projects drop off the list. The Plan is based <br /> around economic development, housing, public facility and administration and <br /> planning programs. Director Church advised that the Plan could be amended at any <br /> time at a Public Hearing. <br /> Director Church showed overheads of the history of the original plan in 1982, <br /> amendment in 1985 and the one in 1989/90, and stated that the Plan was specific as to <br /> timelines for Redevelopment activity and receiving tax increment There is a 20-year <br /> timeline for incurring debt. Director Church stated that the Agency Board had the <br /> responsibility of determining if an area was predominantly blighted. <br /> In response to Agency Board questions, Director Church advised that the City's <br /> Housing Element was based on ABAG goals, and the proposed Plan would exceed <br /> those goals by the year 2004, and showed the relationship between the amount of <br /> subsidy and the number of affordable units. In response to Directors' questions, <br /> Director Church advised this Plan was for the Redevelopment Area Project Area No.2, <br /> and not the 101 Corridor. <br /> Director La Berge asked for a detailed list of where the affordable housing units built <br /> since 1982 in the Redwood City Redevelopment Area are located. <br /> MEMO 12120/94 <br /> 2.
