7.1.D. - Page 19
CONSULTANT will coordinate with the CITY, Caltrans, and other affected agencies to identify
and collect Complete Streets data relevant to the project including but not limited to the
following:
 Redwood City Pedestrian Safety Assessment(2008)
Relevant Safe Routes to School plans/programs/walk audit results
Alta Bicycle Share Demand Model analysis from Bay Area Bike Share Pilot Program
 2011 Study
San Mateo County Comprehensive Bicycle and Pedestrian Plan
 North Fair Oaks Community Plan
 SamTrans/AC Transit shuttle routes/schedules
Pedestrian/bicycle collision history within the project study area(SWITRS data)
Subtask 2.6.2 -Develop Design Alternatives US Route 101 Over/(Tndercrossing and Bay Trail
Access Feasibility Analysis
CONSULTANT will develop and evaluate alternative non-motorized crossing opportunities over
and under US 101 within the general study area. Each alternative will include proposed
connections to/from the existing Bay Trail and Woodside Road, a list and description of key
design features, conceptual cross section and plan graphic, and narrative of compatibility/impacts
to interchange alternatives. Specific alignment opportunities to consider include but are not
limited to the following:
Undercrossing at Redwood Creek(envisioned in Main Street Precise Plan)
 Undercrossing at UPRR tracks/Chestnut Street
 Maple Street Bridge Overcrossing expansion
 Woodside Road/Seaport Boulevard at-grade crossing(s)
Pedestrian/Bicycle Overcrossing north of Woodside Road Interchange
Pedestrian/Bicycle Overcrossing south of Woodside Road Interchange
CONSULTANT will use a Seamless Travel Demand Model to estimate potential overcrossing
demand at each potential crossing location for inclusion in community outreach, environmental
documentation, and potential cost/benefit analyses. The Seamless Travel Model is a GIS-based
model based on empirical demographic data that incorporates a predictive formula to estimate
bicycle and pedestrian activity based on over two years of pedestrian and bicycle count and
survey data from multi-use pathways in various geographic settings.
Subtask 2.6.3 -Bicycle/Pedestrian Design Review Services (Complete Streets Checklist)
CONSULTANT will review project alternative geometric layouts to ensure compatibility with
priority non-motorized connections and future potential fixed route transit alignments, and to
identify potential avoidance, minimization, and mitigation measures within the identified study
area. CONSULTANT will establish performance expectations for priority corridors (up to four)
and intersections (up to 12) based on identification of a proposed bicycle network, street
typologies within the CITY's General Plan Circulation Element, approved Pedestrian/Bicycle
Quality of Service (P/BQOS) methodology (see Task 3.5), and other criteria identified by the
ATTY/AGR/2013.164/URS PROFESSIONAL SERVICES AGR
REV:09-26-13 VR
