7.1.D. - Page 18
Subtask 2.3.2—Evaluate Design Alternatives
CONSULTANT will prepare an alternatives matrix to evaluate the alternatives (up to 5).
Evaluation criteria will be developed early in the process and submitted to the CITY and PDT for
review and input. CONSULTANT will work to gain preliminary approval of the evaluation
criteria from the CITY and PDT members. Evaluation criteria will include cost, traffic
operations, safety, design exceptions, environmental impacts, right of way, utility relocation
requirements, and other CITY goals. The evaluation criteria and results will be presented to the
CTTY and stakeholders for review and to reach consensus on the preferred Project Alternative(s).
Task 2.4 -Preliminary Geometrics
CONSULTANT will refine preliminary geometrics (horizontal and vertical) for up to two of the
proposed build alternatives and investigate these configurations to achieve the most cost-
effective solution with the least amounts of Caltrans design exceptions, impacts on
environmentally sensitive areas and private properties while meeting the CITY's goals.
The work will involve evaluation, assessment and coordination with the following disciplines:
structural, geotechnical, environmental, grading, drainage, pavement sections, traffic, traffic
signals, signage, pavement delineation, landscape, and right-of-way. Other issues to consider
include maintenance vehicle pullouts, ramp metering, traffic operations system, CHP
enforcement areas, water pollution and erosion control, noise barrier locations, non-motorized
and pedestrian facilities, aesthetic treatments, bus routes, truck considerations, maintenance,
graffiti control, and other planned projects.
The work will include preparation of supporting exhibits for community outreach, environmental
reports, technical presentations/meetings and PDT meetings.
Task 2.5 -Identification of Non-Standard Design Features
The geometrics of the existing facility and proposed alternatives will be checked for non-
standard features. Geometric refinements will be investigated to assess if any non-standard
features can be eliminated. A list of mandatory and advisory design exceptions will be identified
and coordinated with the Caltrans HQ geometrician and District 4 staf£ Once preliminary
concurrence on the project geometrics is reached, the list will be updated and submitted to the
Caltrans HQ geometrician, District 4 staff for review and comment. CONSULTANT will
address comments and submit final list of design exceptions for Caltrans approval. Traffic and
accident analysis, physical constraints, cost, access control, and environmental impacts will be
critical factors in justifying the design.
Task 2.6 -Bicycle/Pedestrian Study
CONSULTANT will perform the following tasks related to bicycle and pedestrian studies:
Subtask 2.6.1 - Collect and Review Existing Data and Reports
ATTY/AGR/2013.164/URS PROFESSIONAL SERVICES AGR
REV:09-26-13 VR
