7.1.D. - Page 31
area and available travel demand forecast for the existing interchange conditions and the major
interchange reconfiguration.
Subtask 3.4.2—Alternative Model Volumes
Once there are two preferred alternatives, CONSULTANT will prepare the final travel demand
volumes for the design year for each of the two alternatives. The traffic volumes will be
developed from VTA model runs as well as potential manual reassignment of the volumes to
reflect subtle modifications to the ramp connections that may not be reflected in the regional
model volumes.
Subtask 3.4.3 -SimTraffic
CONSULTANT will evaluate two alternatives for the design year only. CONSULTANT will
prepare AM and PM SimTraffic model runs for the Woodside Corridor for each of the two
alternatives using the design year volumes. The measures of effectiveness reported will include:
average vehicle delay, level of service, percent of vehicles (demand) served, and vehicle
queuing. For the isolated intersections, Synchro will be used to evaluate the performance of these
isolated locations. Information for these intersections will include: average vehicle delay, level
of service, and queuing. The performance measures for the alternatives will be compared to the
performance of the existing interchange configuration (no project).
Subtask 3.4.4-Alternatives Analysis Memorandum
CONSULTANT will prepare a memorandum that summarizes the operational aspects of the
alternative analysis including the performance measures for the existing interchange
configuration and the two design alternatives. The memorandum will be submitted to PDT for
use in the review of the alternatives.
Task 3.5 -Bicycle/Pedestrian Traffic Operations Analysis
CONSULTANT will utilize field and traffic data collected in other tasks, and supplement as
necessary, to perform an analysis of pedestrian and bicycle quality of service (P/BQOS) for
existing conditions and up to two proposed project alternatives. Data will include, but not be
limited to, the following:
 Traffic volumes
 Number of vehicle through lanes
 Speed limit
 Percent heavy vehicles
Presence and degree of separation of dedicated bike facility
Presence and type of on-street parking
 Driveway conflicts
Cross street width, traffic control, vehicle turn volumes
 Presence of traffic calming measures
ATTY/AGR/2013.164/URS PROFESSIONAL SERVICES AGR
REV:09-26-13 VR
