7.1.D. - Page 32 <br /> � Presence of trees and/or landscaping strip <br /> � Sidewalk presence/width <br /> � Adjacent land use <br /> � Grade <br /> This P/BQOS analysis will quantify encountered or expected level of travel stress for up to 12 <br /> intersections and four corridors, and will be used in conjunction with performance targets <br /> identified in Task 2 to compare project alternatives and refine the project Complete Streets <br /> checklist. CONSULTANT will work closely with CTTY staff to select the exact measurement <br /> methodology that best fits the project need and available data resources. <br /> Task 3.6 -Traffic Operations Analysis Report(TOAR) <br /> The TOAR task assumes that a No Build and one (1) Project Alternative will be evaluated in the <br /> PA/ED. As described previously, CONSULTANT assumes that the construction year is 2020 <br /> and the design year is 2040. This scope includes the analysis of 12 existing local intersections — <br /> seven along Woodside Road/ Seaport Boulevard and five on Maple Street and Chestnut <br /> Street. The analysis will also include a new intersection created at Woodside Road and the <br /> northbound US 101 ramps with the elimination of the existing flyover. <br /> The FREQ model developed for the existing conditions will be used to determine changes that <br /> would occur at the US 101 mainline and ramps with the design alternatives. The freeway <br /> analysis will compare the operations of the no proj ect and design alternatives for the AM and PM <br /> peak hours <br /> Subtask 3.6.1 -Existing Conditions <br /> The traffic operations analysis report will incorporate the analyses documented in the existing <br /> conditions memorandum. This will include the freeway mainline and ramp analysis, arterial <br /> intersection analysis, isolated intersection analysis, intersection queuing, and crash data analysis <br /> (described in Task 3.2). <br /> Subtask 3.6.2 - Construction Year Conditions <br /> CONSULTANT will include No Build and 2 preferred alternatives in the construction year <br /> analysis. CONSULTANT will analyze the AM and PM peak hour traffic construction year <br /> conditions for the 13 intersection study locations (12 existing and one new intersection). The <br /> measures of effectiveness evaluated for the isolated intersection will include average vehicle <br /> delay, level of services and queuing for the isolated intersections. <br /> For the intersections along the Woodside corridor, the measures of effectiveness drawn from the <br /> SimTraffic model for the AM and PM peak hours will include: average vehicle delay, level of <br /> service, percent of vehicles (demand) served, and vehicle queuing.
