Existing Parking Conditions on Valota Road <br /> The Appellant expressed concerns that she cannot currently park in front of her <br /> home due to the home-based businesses operating nearby, and that the project <br /> would only increase the existing parking problem. The Appellant also expressed <br /> concerns regarding the lack of response to her complaints to the Police <br /> Department, Code Enforcement, the City, and Councilmembers. <br /> The Police Department has a record of three calls as follows: <br /> April 23, 2013: The call was associated with the Appellant's address. <br /> In response to the call, an officer marked the vehicle <br /> in question and it was moved within 72 hours. <br /> June 5, 2013: The call was associated with the Appellant's name <br /> with a complaint that a large trailer and tractor was <br /> parked on the street in front of the Appellant's <br /> address. There is no disposition as to whether or not <br /> the vehicle was cited. <br /> August 14, 2013: The call was associated with the Appellant's address. <br /> In response to an abandoned vehicle complaint, the <br /> vehicle was moved upon arrival of the officer. <br /> In addition to the City's responses above, Planning staff collaborated with Code <br /> Enforcement and the Police Department to investigate the Appellant's expressed <br /> complaints at the July 2nd Planning Commission meeting. It was found that there <br /> are four businesses operating along the 1300 block of Valota Road near the <br /> Appellant's residence, all of which have been found to have current business tax <br /> licenses. Code Enforcement and the Police Department found that there were <br /> no parking violations. The IS/MND concluded that the Project would not create <br /> significant transportation impacts (Attachment 2, p. 68-70). <br /> 2. Construction Parking on Valota Road <br /> The Appellant expressed concerns about the location of parking for project <br /> construction employee vehicles and the storage of construction equipment. <br /> Street parking is available for vehicle parking to all members of the public, <br /> including project employees, subject to the City's street parking regulations which <br /> allow a vehicle to be parked in the same location for up to 72 hours, as provided <br /> in Section 20.95 of the Redwood City Municipal Code, except as provided in <br /> Sections 20.101(A) and (B). The Applicants have stated that all construction <br /> equipment would be stored on the subject property. Construction equipment <br /> would only be allowed to be temporarily parked in the right-of-way upon approval <br /> of an Encroachment Permit by the City. <br /> 3.
