8.B. - Page 34
4.3.1.4 Sensitive Receptors
BAAQMD defines sensitive receptors as facilities where population groups that are particularly
sensitive to the effects of air pollutants (i.e., children, the elderly, and people with illnesses) are likely
to be located. Examples include schools, hospitals, and residential areas. The project site is
completely surrounded by a residential neighborhood.
4.3.2 Environmental Checklist and Discussion of Impacts
AIR QUALITY
Less Than
Potentially Significant Less Than
Significant With Significant No Impact Beneficial Information
Impact Mitigation Impact Impact Source(s)
Incorporated
Would the project:
1) Conflict with or obstruct 1,2,4
implementation of the applicable air
quality plan?
2) Violate any air quality standard or 1,2,4,5,6
contribute substantially to an existing
or projected air quality violation?
3) Result in a cumulatively 1,2,4,5
considerable net increase of any
criteria pollutant for which the
project region is classified as non-
attainment under an applicable
federal or state ambient air quality
standard including releasing
emissions which exceed
quantitative thresholds for ozone
precursors?
4) Expose sensitive receptors to 1,2,4,6
substantial pollutant concentrations?
5) Create objectionable odors affecting a 1,2
substantial number of people?
4.3.2.1 Impacts from the Project
As part of an effort to attain and maintain ambient air quality standards for ozone,PM2.5,and PMio,
BAAQMD has established thresholds of significance for precursor air pollutants. BAAQMD
thresholds of significance were adopted in June 2010 and updated in May 2011. These thresholds are
for ozone precursor pollutants (ROG and NOX),PMio, and PM2.5. A project that generates more than
10 tons per year or 54 pounds per day of ROG,NOX, or PM2.5, or more than 15 tons per year or 82
pounds per day of PMio is considered to have a significant operational and/or construction-related air
quality impact, according to the BAAQMD thresholds of significance. To determine the point at
which a project would exceed these thresholds, BAAQMD developed a screening table that indicates
the size at which a particular land use could be potentially significant.
1410 Valota Road Residential Project 22 Initial Study
Redwood City January 2012
